Monitoring and Evaluation Specialist
Position Objectives:
The Trade Project is a USAID-funded program operating in Ramallah, West Bank. The purpose
of the project is to expand Palestinian private sector economic growth through reduced barriers to
trade and investment. The project began in March 2013 and is expected to be three to five years in
duration.
Currently The Trade Project is seeking a highly qualified individual to fill the Monitoring and Evaluation
(M&E) Specialist position. The M&E Specialist will implement The Trade Project’s Performance
Management Plan (PMP), track/monitor/report work plan activities and progress towards meeting
objectives, ensure timely collection of PMP data and reporting, and recommend updates to the
PMP and implementation methodology as required.
The key job responsibilities for managing the PMP for the project will include:
-Identify specific milestones, indicators, and methodology for measuring project results and
impact;
-Monitor and ensure that project initiatives include the data collection mechanisms necessary to
report against appropriate progress indicators;
-Ensure that reporting and data entry (Geo-MIS, TraiNet) is conducted effectively and on schedule;
-Conduct data quality assessment activities, as needed;
-Develop data collection tools and procedures;
-Plan and implement collection of information and data from counterpart agencies, grantees,
businesses and various stakeholders of the Project and capture in M&E data collection database;
-Assist with the development of annual work plans and PMP;
-Manage reporting requirements and submit professional quality reports on a timely basis;
-Provide thorough and accurate data analysis to project management;
-Coordinate with the Deloitte project management team in the USA on M&E tools and procedures;
and
-Responsible for tracking of all PMP deliverables and submitting it to the Development Experience
Clearinghouse (DEC).
-Perform other tasks as required by the Chief of Party or Deputy Chief of Party.
Job Nature: Full-time
Education, Qualifications and/or Equivalent Experience:
-Minimum of a bachelor’s degree in a relevant field
-Minimum of 2 years’ experience in an M&E capacity, 5 preferred
-Previous work on USAID or other donor-funded projects highly preferred, including with Geo-
MIS and TraiNet
-Excellent written, verbal, and presentation communication skills in Arabic and English
-Excellent computer skills
-A team player willing to engage The Trade Project technical staff, counterparts, and USAID to
ensure a professional PMP is maintained and implemented.
