Tetra Tech ARD, headquartered in Burlington, Vermont (www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for several position on the USAID funded Communities Thrive Program. This project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance. BACKGROUND

The USAID/WBG Communities Thrive project will focus on 55 municipalities located in the West Bank and will aim to improve municipal revenue streams and fiscal management of local government units (LGUs), increase the accountability and transparency of local governments, enhance delivery and management of the municipal services and the effectiveness of local governments’ operations, and improve the regulatory and policy framework for municipal governance. 

ROLES AND RESPONSIBILITIES

In close coordination and collaboration with the M&E and Communications Manager, the M&E Specialist will support USAID’s Randomized Control Trial (RCT) and will implement the project’s field monitoring plan.

MAIN RESPONSIBILITIES AND TASKS:

-Support the preparation and implementation of the annual Community Thrive Monitoring and Evaluation Plan.
-Implement Thrive-related M&E activities in support of USAID’s RCT. 
-Implement the project’s field monitoring plan, which requires field visits to activities during all stages to collect data, document programmatic successes and challenges, progress towards indicator targets, etc.
-Support the M&E team with data collection and cross check all data collected during field visits to the data reported by the technical units to the M&E department using Communities Thrive’s data collection tools.
-Conduct field interviews (including with government officials) on matters related to project implementation to identify key issues regarding program quality, impact.
-Assist the M&E team in conducting various program surveys including but not limited to baseline and impact assessments as well as different focus group discussions.
-Maintain proper filing system for all field mission reports (both hard and soft copies).
-Support the M&E team with data entry including on USAID’s Geo-MIS and TrainNet systems, analysis and reporting of Communities Thrive’s performance data, as needed.
-Report the findings/observations of each field mission to the M&E and Communications Manager in a detailed narrative form supported by quantifiable data, project photos, and beneficiary quotes.
-Ensure that follow-up monitoring missions are planned and conducted and that earlier findings and recommendation on data quality and data collection have been addressed and incorporated.
-Liaise with technical teams regarding site visit findings and follow-up to ensure that negative findings have been addressed or corrected;
-Ensure that results-based lessons learned from ongoing and completed Communities Thrive interventions are captured, disseminated, and, as appropriate, integrated into the development and implementation of new interventions.
-Support results-based communications with data summaries, analytical briefings, field reports, and other relevant products.
-Any other duties in line with this scope of work and assigned by the supervisor.

QUALIFICATIONS: (MINIMUM REQUIREMENTS)

EDUCATION:Bachelor’s Degree in a relevant field, such as statistics, sociology, or other related discipline.

WORK EXPERIENCE:
A minimum of 5 years of relevant work experience in implementing donor-funded projects, with at least 3 years of direct experience in the field of M&E.
Experience on USAID-funded projects a significant advantage.

SKILLS:   
Experience and proven skills in collecting, managing and analyzing data; conducting interviews and focus groups; and supporting design of M&E tools and systems.
Strong command of Excel and standard computer programs, including Microsoft Office; advanced knowledge of statistical analyses software packages (SPSS and/or Stata) an advantage. 

LANGUAGES:Excellent English language skills (both written and spoken); fluency in Arabic.

GENERAL:
Highly organized individual able to pay close attention to detail.
Ability to work as a member of a team of professionals in a fast-paced and challenging environment.    
Willingness and ability to travel, including to remote and conflict-affected provinces.
