Monitoring and Evaluation Specialist
The Finance for Jobs (F4J) Project is a four years economic development program implemented by DAI on behalf of the Ministry of Finance and Planning (MOFP) and funded by World Bank. The Finance for Jobs (F4J) Project is the first project in an anticipated Series of Projects that includes as its overarching objective the mobilization of private investment and achievement of job outcomes in the West Bank and Gaza through the deployment of innovative financing instruments that crowd in private investment.
DAI is seeking highly qualified candidates for the following position:
Monitoring and Evaluation Specialist
Responsibilities
-Establish the indicator-based M&E plan and institutional framework, systems, and operations of project objectives and strategy, including detailed design of data collection, analysis, and reporting plan for each indicator, M&E implementation arrangements, roles and responsibilities, work plan and budget;
-Review the quality of existing social and economic data in the project area;
-Liaise with primary focal point (including World Bank Specialists) and private sector stakeholders and other staff to ensure a two way flow of information on implementation;
-Supervise implementation of approved M&E work plans during implementation;
-Oversee the preparation of quarterly progress reports, mid-term evaluation report, annual report and end-of- project evaluation report;
-As required, undertake regular visits to the field to support implementation of M&E
-Train technical service professionals with selected MOFP staff to ensure knowledge transfer.
Qualifications
-A minimum of 8 years relevant experience; experience in the public service and donor funded projects is preferable;
-Demonstrated knowledge of and experience with project management, including monitoring and evaluation practice and, reporting requirements of donor funded projects.
-Excellent analytical, report writing skills and must be computer literate;
-Capacity to work under pressure and meet tight schedules under minimum supervision.
