Objective of Position:
Monitor the progress of programs in terms of realization of activities as opposed to project’s goal and objectives, evaluate results and impacts; recommend any necessary adjustments to implementation, structures and processes, promote accountability for resource use; and document, provide feedback on, and disseminate lessons learned.
The Logical Framework templates of the different programs provide performance and impact indicators for project implementation along with their corresponding means of verification.  These, along with the objectives, procedures and tools described in the NDC project documents will form the basis on which the project"s M&E system is carried out.
 
General Duties:

1-Overall Role: Make propositions to the Director in developing and implementing NDC’s M&E system… Organize and lead different activities and tasks related to his/her function. Undertake any duties requested by the Director.
2-Plan: Propose plans designed to meet the programs/projects goals with budget required; accomplish work within the approved budget.
3-Organize:  Strengthen communication and good relations with appropriate external bodies and other departments.  Ensure availability and make most efficient use of human resources, supplies and equipment.
4-Lead:  Assist in managing the overall activities to achieve goals. Make work assignments to staff (If applicable) according to skills and job responsibilities.
5-Control:  Ensure the quality of work and conformance with objectives defines in NDC strategy. Prepare and present reports for the information of his/her supervisor. Monitor performance of staff through regular meetings and work review (If applicable).
6-Staff Development (If applicable): Manage by results, encouraging staff to achieve personal and professional goals. Identify training needs.

 
Specific Duties:
I. Implementation of M&E activities

1-Promote a results-based approach to planning, monitoring and evaluation, emphasizing results and impacts.
2-Work closely with the Unit Managers to define and finalize indicator frameworks for different interventions and ensure adequate and timely date collection for reporting on indicators.
3-Assist NDC staff and partner organizations in finalizing the M&E indicators for respective programs and projects.
4-Provide NDC staff and beneficiary NGOs with the required information and technical assistance to ensure adequate understanding of the M&E system.
5-Prepare annual consolidated plans working closely with Units Mangers.
6-Monitor and report on the strategic actions in accordance with NDC’s strategic plan, and carry out updates of the strategic plan in close coordination with the Director.
7-Prepare the M&E section of the progress reports and ensure their timely submission. This includes quarterly, semi-annually, and annual progress reports, as well as ad-hoc technical reports.
8-Ensure that monitoring data is discussed regularly and in a timely matter in terms of implications for future action.
9-Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
10-Promote participatory planning, monitoring and evaluating by training and involving partner organizations in the M&E of activities in collaboration with NDC Program Officers..
11-Allow the results of the monitoring to dictate any changes to the ongoing implementation of the project.
12-Meet regularly with the Unit Managers and the project officers to discuss results of data and plan action steps to build on strengths and address weaknesses of the program
13-Work closely with the Media and Communication Officer to ensure that project results and reports are properly disseminated internally and externally
14-Draft TORs for mid-term and final evaluation in accordance with NDC guidelines.
15-Facilitate, act as resource person, and join if required in any external evaluation missions.
16-Monitor the follow up of evaluation recommendations.
17-Prepare TORs and supervise consultants or organizations that are contracted to implement special surveys and studies required for evaluating project effects, impacts, beneficiary satisfaction
18-Guide a refresher training in M&E for project and implementing partner staff, local organizations and primary stakeholders with view of developing local M&E capacity.
19-Fully responsible for the Management Information System at NDC in collaboration with the IT Specialist, ensure adequacy of the system , timely data entry, the generation of the required reports from the system with regular updating as the need arises.

 
2-Promote a culture of organizational learning

1-Design and implement a system to identify, analyze, document and disseminate lessons learned.
2-Involve all project staff in sharing experiences and lessons learnt on a regular basis.
3-Ensure that ToR for consultants recruited by the project also incorporate mechanisms to capture and share lessons learned through their inputs to the project, and to ensure that the results are reflected in the reporting system described above.
4-Document, package and disseminate lessons and best practices on a semi-annual basis to allow for projects’ review.

 
Internal Relationships and  Communication:
Unit Managers, Officers and such others as appropriate.
External Relationships and Communication:
Public, consultants, NGOs, suppliers, customers, media external Auditors and banks.

Qualifications:
M.A degree in Social Sciences, Management, Development  or related field
Seven years of experience in related function, two years of which in field research
Experience in project management cycle.
Advanced computer skills in MS office.
Professional Reporting skills
Excellent command of English and Arabic languages
