Ta’awon for Conflict Resolution is an independent, national, Palestinian, non-profit organization that was founded in 2002.  It works with young Palestinian men and women to prevent the causes of conflict by promoting civic peace, social justice, human rights and tolerance while working to alleviate the consequences of conflict through conflict resolution, community participation and development. Taawon seeks to employ apart-time Monitoring and Reporting officer for a three-year USAID-funded project in Ramallah. The position will be for the Partnership for Social Accountability program “Dorrak”, a program that aims to empower Palestinian civil society to exercise social accountability on local governments in service provision.

Roles and Responsibilities
The Monitoring and Reporting Officer (M&E) will be responsible for overseeing all M&E aspects of the Partnership for Social Accountability Program. He/she will have the primary responsibility for establishing and maintaining systems to measure, compile, analyze and report project data at all levels; being the main liaison on M&E between USAID and Ta’awon; providing regular project reports to USAID and for developing special reports as needed; producing analysis of program data and identifying methods to use results for program improvement.

Specific roles and responsibilities include:
-Develop the project’s annual implementation plan and Monitoring and Evaluation Plan within 60 days of the program’s award for submission to USAID. Develop the project’s subsequent years’ annual implementation plans and updates to the Monitoring and Evaluation Plan.  
-Design and implement the M&E system for the project that will reflect all the elements of the Monitoring and Evaluation Plan and methodology.
-Responsible for daily monitoring and evaluation activities related to all aspects of the program.  .
-Develop monitoring and evaluation templates for data collection, reporting and analysis.
-Develop monthly, weekly, quarterly and annual performance reports, in addition to other briefings, papers, and presentations for USAID and various audiences.
-Provide training and technical support to the program team regarding monitoring and evaluation including data collection, analysis and reporting.
-Perform and manage routine data quality audits.
-Coordinate and lead assessments and surveys (such as baseline and beneficiary surveys), provide data analysis and reporting to Ta’awon staff and USAID.
-Support building the monitoring and evaluation capacity of partner Community Based Organizations (CBOs) and provide regular support to these CBOs to assist with project monitoring and evaluation, working with them to design the M&E strategies, data collection, deliver training, conduct project assessments, and review and verify the CBO reports quantitative and qualitative data.
-Work with USAID on all program evaluations including gathering, analyzing and reporting qualitative inputs from a variety of program beneficiaries and stakeholders.
-Develop and produce qualitative materials to measure the impact of the program
activities.
-Responsible for maintaining and updating the USAID GEO-MIS system including uploading program activities, managing data quality control and supporting documents on a monthly basis.

Required Qualifications
-A Bachelor’s degree in a social science, development, economics, administration, or related field.  Minimum of 3-5 years of work experience in monitoring and evaluation, including conducting quantitative and qualitative research.
-Excellent writing and analytical skills; and experience in developing program reports and communications materials in English and Arabic.
-Fluency in English and Arabic, both oral and written.
-Strong interpersonal, communication and analytical skills.
-Strong computer skills particularly spreadsheets and database management.
-Willingness to travel within West Bank, Palestine.
-Ability to work within a team and independently.

Desired Qualifications
-Academic training or specialized coursework in monitoring and evaluation is strongly preferred.
-Knowledge of/experience with programs in civic engagement, social accountability, and local governance is strongly preferred.
-Experience with USAID programs and systems/regulations is strongly preferred but not required.
