Job Title : Monitoring Consultant (part-time)
Duty Station : Ramallah (with frequent visits to project sites and partners in the WB and Gaza when needed)
Starting Date: 1 November, 2009
Duration of Initial Contract : 12 months renewable (with a 3-month probation period)
Maximum Duration of Assignment : 29 months
UNESCO, UNDP, UNIFEM, and FAO are implementing, a Joint Programme (JP) on Culture and Development in cooperation with the Palestinian Ministries of Culture, Tourism and Antiquities, Agriculture, and Women’s Affairs.
The JP aims at establishing policies and practices for safeguarding tangible and intangible cultural heritage, developing best practices to foster social cohesion, and utilizing the potential of cultural heritage and creative industries for inclusive economic growth.
Under the overall supervision of the Programme Management Committee (PMC) and the direct supervision of the Programme Manager (PM), the Monitoring Consultant will assume the following duties:
-Develop an overall JP M&E framework with baseline indicators, targets, means of verification and reporting tools at the activity, output and outcome levels, to be submitted to and approved by the Programme Management Committee (PMC).
-Coordinate the implementation of the overall M&E framework plan for the JP, including collection and analysis of data.
-Track results, lessons learned, issues, and risks. Analyze these to determine impact, identify bottlenecks, delays and other challenge, and report to the PMC for action.
-Foster/facilitate the active participation of partners, stakeholders and beneficiaries in the implementation of the monitoring and evaluation process.
- Ensure effective programme activity monitoring focusing on the achievement of the results for reporting.
- Collect regular monitoring data from UN agencies.

Professional skills and qualifications:
- Ability to perform a variety of specialized tasks related to Results Based Management, including support to design, plan and implement the programme, managing data, analysis and reporting
- Experience in Participatory M&E Methodologies
- Ability to lead implementation of new systems (monitoring and evaluation area)
-Focuses on impact and result for the beneficiaries and responds positively to feedback
- Ability to advocate and provide advice on M&E and effective programme delivery
- Knowledge of the Palestinian context including civil society (NGOs, etc.) in particular cultural related issues;
- Proven ability working in a team particularly in a multi-cultural and multi-stakeholder setting, from national government to grass-root level
- Knowledge of Youth and Gender issues as well as Human Rights is an asset
- Demonstrates strong oral and written communication skills in Arabic and English
- Strong IT skills

Education and Experience
University Degree in Development, Public Administration, Economics, Statistics or Culture related field.
Minimum 3 years of relevant experience at the national or international level in M&E.
