Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer

Objective

The purpose of the Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer position is to lead the implementation of MEAL processes in the country. This includes assuring proper monitoring of the implemented projects and general context, quality and timely reporting of the projects’ indicators, strengthening the accountability to beneficiaries, and supporting the learning and capacity-building processes.

The MEAL Officer reports directly to the Country MEAL Lead/Specialist. S/he works closely with all staff of the Programme Department, Project/Programme Coordinators and Officers, Technical Specialists, as well as local project partners and communities. S/he helps ensure that the MEAL processes and systems meet the needs of programs, donors, implementers, and beneficiaries. This is a field position with the majority of time spent in field locations across oPt and handling assigned FCRM cases.

Title: MEAL Officer

Job Location: West Bank (availability in Hebron or Nablus offices), with 60% field work.

Starting date: Immediately

Duration of employment: ASAP until the end of 2022 with three months probation period, (renewable based on good performance and funding availability)

 

Result areas

  1. Monitoring and Evaluation standards, guidelines, methods, and tools 

- Collaborates with the Porgramme team in designing data collection tools, database systems as and when required

- Follows up on and supports the data collection, analysis and reporting required by the M&E frameworks of projects to measure the progress and impact of the project’s activities in relation to the indicators

- Ensures that all field data is being collected in a timely and efficient manner while emphasizing accuracy and quality

- Conducts qualitative data collection through frequent visits to the field and has focused and well-structured discussions with the program participants, including children

- Assure that context changes and program data are properly and frequently communicated to senior management to facilitate decision making and adaptive management. 

  1. Quality of Management Information System

- Reports on any identified shortfalls in M&E and follows up on proposed solutions

- Support conducting quarter Data Quality Assessments.

- Assure that the MEAL systems are well updated as per the guidelines and plans.

- Work with the program team to assure proper analysis and reflection of MEAL data in the reports.

  1. Internal and External Collaboration and Support 

- Supports program staff and local partners in the implementation of M&E tools

- Participates in meetings with program staff to reflect on findings and agree on action plans. 

- Support MEAL capacity building initiatives for program and partner teams 

- Work with the program team on identifying and documenting the learnings

  1. Accountability to Beneficiaries

- Lead the implementation of the Feedback, Complaint, and Response Mechanisms (FCRM) 

- Assure proper documentation and referral of FCRM cases to focal points

- Provide monthly and quarter FCRM reports indicating the main themes and the quality of the mechanism

- Initiate quarter discussions with vulnerable communities and targeted participants to reflect on their needs and priorities

Job Requirements

Knowledge and experience

  • Bachelor’s Degree in management, business administration, statistics, development or other related fields.
  • Minimum 3-4 years of active MEAL experience in social development programming and in conducting field-level data collection, data entry, and data analysis is required.
  • At least 3-years of experience working with/for INGOs, is highly preferred.
  • Knowledge of quantitative and qualitative monitoring evaluation systems and tools is essential.
  • Proven ability to meet tight deadlines with an emphasis on producing quality products.
  • Experience in data analysis and assessments is required.
  • Excellent computer skills, including experience with Microsoft Office.
  • Excellent use of technology related to data entry / analysis / reporting / MIS.
  • Experience in maintaining online databases and reporting systems.
  • Experience in child protection, and/or psychosocial support programming desirable.
  • Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on quality.
  • Experience conducting interviews and focus group discussions with children, vulnerable persons as well as a variety of stakeholders.
