In OPTI there are currently 4 Oxfam affiliates operating and implementing programme on the ground. The Affiliates are; Oxfam Novib (ON), Oxfam-Quebec (OQ), Oxfam Great Britain (OGB) and Oxfam Italia (OIT).  Oxfam Novib is currently the managing affiliate and is working with other affiliates towards a one Oxfam approach by 2020. We work together with other Oxfam affiliates to increase our impact on development and humanitarian work.

Monitoring Evaluation, Accountability and Learning Officer

Purpose of the function
 
To lead the continuing development and implementation of an effective planning, monitoring, evaluation, accountability and learning system in the framework of two programmes supported by Oxfam Novib, namely the OGB-SIDA funded programme “AMAL: Supporting Women’s Transformative Leadership in the MENA Region in Changing Times” and supporting integration of MEAL in range of programs being developed by Oxfam. . The MEAL officer will use effective information and learning systems to support quality delivery of programmes as per Oxfam’s agreed standards and specific MEL project deliverables.
 
Background 
 
Oxfam Novib is implementing the AMAL Programme: Supporting Women’s transformative leadership in changing times. AMAL is a three-year multi-country, multi-affiliate programme, which is aimed to promote active participation and leadership of women in the MENA region, including the poorest and most marginalised women, in local, national and regional governance structures and decision-making processes, therefore, ensuring that they have a say in formulation and/or their needs and priorities are reflected in socio-economic policies and practice at all levels. Within the AMAL project, Oxfam applies and integrates the principles of transformative leadership in its Monitoring, Evaluation, Accountability and Learning System. The programme started in October 2012 and is implemented in OPT by Oxfam Novib together with four local partners. During the inception phase of the AMAL project, a comprehensive baseline survey was conducted in OPT using the agreed upon tools and indicators..
 
Oxfam Novib is supporting programs on a number of thematic areas such as gender justice and women’s rights; active citizenship; budget monitoring and women’s economic empowerment. A robust MEAL is integeral part of all our program design and implementation co-created in close coordination with our local partners in the OPTI.
 
 
 
Main tasks of the function
 
The MEAL Officer will provide support to the above mentioned projects to improve monitoring, impact assessment and learning of the programme activities in line with the projects’ specific requirements. The MEL Officer  will also be required to support the development of MEAL elements within the framework of new project proposals.
 
1)AMAL Programme
 
During the implementation phase, the MEL officer will provide support to partner organisations for data collection activities, monitoring progress made against workplan and indicators, communications, learning and sharing during programme review learning retreats and reflection moments in coordination with relevant staff. The MEAL officer will:
 
-In close collaboration with key ON’ staff: maintain a monitoring, evaluation and learning system in support to the AMAL Programme taking into account the AMAL MEL strategy, action plan as well as various donors’ requirements for planning, monitoring, evaluation, accountability, and learning.
-Support the AMAL Programme Officer in monitoring progress towards achieving program objectives -also by measuring outcome and impact against recognised project indicators. Stimulate and support learning and information sharing across ON’s programmes and between affiliates.
-Contribute, if required, to the development of instruments/tools etc in the field of planning, monitoring, evaluation, accountability and learning. It also includes creating support for (the use of) these instruments.
-Ensure the quality and timeliness of application of these instruments by project partners and relevant Oxfam Novib staff working on the AMAL programs, and holds these actors to account for their deliverables in these processes.
-Provides technical and specialist advice (on request and proactively) to the above mentioned actors, as well as to Oxfam’s MEAL advisors.
-Enabling the project team working on AMAL to assess their current level of adherence to Oxfam’s program standards, to develop an action plan on the priority areas they identified, and stimulate them to continuously improve their own performance.
-Define as relevant reflection moments within the team and partners to provide the opportunity to the projects’ partners to use the data and information produced by the system in decision making and learning to improve results, in addition to enhancing their accountability and transparency towards donors as well as their partners and beneficiaries.
 
 
2)Women’s economic empowerment Project
Support the MEL work in the context of WEE project with local partners engaged in the program.. The MEAL officer will provide support to partners in rolling out the implementation of the MEAL framework, established in the inception phase.
 
 
3)DGD Health Project
 
The MEAL Officer will provide support to the Monitoring and Evaluation project that will be established by an external consultant for the two local partners..
 
4)The MEAL officer will support and pro-actively provide technical expertise in the design of MEAL elements in other programs being developed. It is also expected that the MEAL officer will be in a position to provide training on MEAL theory and practice (tools, methodologies, indicators etc.)

The employee will be contracted by Oxfam Novib with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Indicative salary range: 122,622 ILS to 168,168 ILS gross per annum.
