Caritas Jerusalem is seeking a highly qualified candidate for the following position:
 
Position Title: Monitoring Evaluation Accountability and Learning Officer (MEAL Officer)
Contract Period: 12 months, with the possibility of extension(s).
Location: Hybrid
Starting date: November 1st,2023
Deadline: September 27th 2023
 
Main Responsibilities
 
  • Develop and implement monitoring plans to track the progress of projects and programs.
  • Collect and analyze data regularly to assess the performance of activities against predefined indicators and targets.
  • Ensure that data is collected consistently and accurately by field staff.
  • Identify and report any issues or challenges that may affect project implementation.
  • Plan and conduct evaluations and assessments to measure the impact and effectiveness of projects/programs.
  • Design evaluation methodologies, including baseline, mid-term, and end-line assessments.
  • Analyze qualitative and quantitative data to draw meaningful conclusions.
  • Provide recommendations based on evaluation findings to improve program design and implementation.
  • Ensure that accountability systems are in place and accessible to all stakeholders.
  • Promote a culture of learning within the organization.
  • Incorporate feedback and learning into project design and implementation to continuously improve program outcomes.

Job Requirements
 
Qualifications
  • Bachelor’s degree in business, economics, development studies, or any related field. 
  • Minimum of 3 years of work experience in project cycle management.
  • At least 2 years of relevant monitoring & evaluation experience in various interventions. 
  • Excellent English and Arabic.
  • Excellent writing and communication skills in both English and Arabic languages. 
  • Willingness to work in different Caritas Jerusalem premises.
  • Self-motivation and multitasking are a must.
  • Ability to work in complex environments with challenges.
  • Attention to detail, accuracy, and timeliness in executing assigned responsibilities.
  • Observation, active listening, and analysis skills with the ability to make sound judgments.
  • Commitment to CJ Code of Conduct and Safeguarding ethics and policies. 
  • Adhere to Caritas Jerusalem’s mission and core values.
  • Valid driving license
