Contract duration 12 months, with the possibility of renewal based on the high performance and availability of funds.

Job Summary/ Scope of Work

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will be part of the country MEAL team, with a key role in ensuring proper implementation of the MEAL processes and fulfilling the project requirements. This encompasses proper project monitoring, qualitative and timely reporting of project indicators, strengthening accountability towards beneficiaries, and fostering learning and capacity-building processes.

Responsibilities and Tasks

  1. Monitoring and Evaluation:
  • Draft MEAL plans for the project and ensure that all team members and partners’ staff are oriented on the plan details, including their contribution to the different processes.
  • Design data collection tools in collaboration with the Programme team.
  • Ensure accurate and timely data collection from the field, stressing quality.
  • Conduct qualitative data collection through field visits and structured discussions with program participants.
  • Oversee the quality of project data, perform analysis, and report on the indicators’ progress.
  • Arrange site visits to all key project activities to monitor and ensure quality implementation.
  • Communicate context changes and program data to senior management for decision-making and adaptive management.
  • Conduct quarterly Data Quality Assessments.
  • Track and document good practices and evidence of contribution to project objectives.
  • Support the evaluation processes, including administrating surveys, analysis, data collection, data management, etc.
  • Support the implementation of capacity-building plans for staff and partners.
  • Support program staff and local partners in using the different M&E tools and implementing the MEAL processes.
  • Actively participate in regular project meetings (weekly, bi-weekly, or monthly) to reflect with partners on the processes and discuss findings and action plans.
  • Lead MEAL capacity-building initiatives for program and partner teams.
  • Management Information System:
  • Support the deployment of the MEAL system and lead the orientation, training, and coaching efforts for all staff and partners.
  • Communicate any shortcomings to the assigned programmers and ensure proper fixing.
  • Ensure the MEAL system and guidelines are updated as per the plan.
  • Collaborate with the program team for proper data entry and utilization of the system, mainly for data analysis and reporting.
  • Create users for assigned partner staff and support them using the system.
  • Oversee the different MEAL system processes and ensure the quality.
  • Responsible for archiving and securely storing copies of all relevant data, ensuring that it remains accessible, yet protected from unauthorized access or breaches.
  • Accountability and Learning:
  • Support implementation of the AAP, PSEAH, and FCRM initiatives.
  • Engage in discussions with communities to understand their needs and priorities.
  • Arrange regular meetings with the different community groups to reflect on their satisfaction with the project processes and the quality of the AAP, PSEAH, and FCRM initiatives.
  • In consultation with the AAP officer, reflect with the team on the feedback themes and support drafting recommendations for adaptive management.
  • Support the programme leads in the reporting processes, including, providing the MEAL insights, analysis, processes and quality aspects.
  • Lead the learning and reflection sessions with the teams, partners and key stakeholders.
  • Support the team in drafting concept notes and defining new interventions for upcoming projects.

Job Requirements

Requirements:

  • Education: Bachelor’s degree in management, business administration, statistics, development, or related fields.
  • Experience: Minimum 4 years of active MEAL experience in social development, with at least 1 year working with/for INGOs. Experience in child protection and/or psychosocial support programming is highly desirable. MIS or IT competency are highly preferred.
  • Skills: Report writing in English and Arabic, organizational skills, teamwork, critical thinking, problem-solving, interpersonal communication, cultural sensitivity, commitment to War Child’s vision and Child Safeguarding Policy.
