Overall purpose of the role
The MEAL Officer will support the monitoring, evaluation, accountability, and learning functions of the oPt program, ensuring effective data collection, analysis, and reporting for evidence-based decision-making. The role will focus on direct implementation and partnership-based programs, strengthening MEAL frameworks, tracking key performance indicators, managing the CFM system, and supporting capacity-building efforts for staff and partners in Gaza.
The officer will work closely with the MEAL Coordinator, project managers all the DRC program staff, & staff from partner agencies.
Duties and Responsibilities
Data Management, Monitoring & Reporting
- Manage and maintain MEAL project databases (IPT, Logframe, MEAL plan, CFM report, Learning Tracker) for DRC projects as guided by the MEAL coordinator.
- Update the MEAL plan and Indicator tracking table (IPT) with consultation with Project and Programme Team.
- Support project teams and partners in planning and executing MEAL activities, including data collection, data management, analysis, and reporting.
- Ensure timely and accurate data entry, updates, and storage of MEAL related reports in line with project requirements.
- Utilize appropriate data collection methods (mobile data collection when available or paper-based forms when necessary).
- Ensure project data is AGD-disaggregated (Age, Gender, Diversity) and aligned with donor and organizational requirements.
- Analyze data and contribute to monthly, quarterly, and annual reports to inform programmatic decisions as advised by the MEAL coordinator.
Monitoring, Evaluation & Learning
- Participate in baseline, mid-term, and endline evaluations, ensuring data quality and compliance with MEAL standards.
- Support external advisors/consultants in conducting surveys, assessments, and impact studies upon request.
- Conduct Monitoring Field Visits, FGDs, KIIs, and Post-Assistance Monitoring to gather qualitative and quantitative data.
- Ensure the Indicator Performance Tracking Tool (IPT) is updated monthly by the project team and partners.
- Document and share lessons learned from monitoring data, grant closure reviews, evaluations, and project studies.
Accountability to Affected Population
- Ensure the project team and partners are well equipped with CFM IEC materials to be distributed during DRC and partner activities.
- Conduct community visits and feedback sessions to assess beneficiary perceptions and satisfaction upon request.
- With close coordination with the program team and CFM focal points at each project and partner level, ensure timely management and follow-up of feedback, ensuring a safe, transparent, and responsive process.
- Support analysis of the CFM trends to improve responsiveness and program adaptation.
Capacity Building & Partner Support
- Support the MEAL coordinator in developing training materials and facilitating learning sessions for MEAL capacity strengthening.
- Support the MEAL coordinator in facilitating training and coaching project teams and partners on MEAL tools, data collection, and reporting.
- Support partners in fulfilling MEAL requirements, including assessments, reporting, and compliance. Provide guidance as required
- Train, supervise and train enumerators to carry out MEAL activities whenever requested by the MEAL coordinator.
Other Responsibilities
- Ensure proper filing and documentation of MEAL data.
- Support recruitment and onboarding of new MEAL staff when needed.
Perform any other MEAL-related tasks assigned by the MEAL Coordinator.

We offer
Contract length: 6 months with a possibility of extension based on performance and funding
Position Band: This position will be placed at Management band (H non-management)
Start date: 1 June 2025
Duty station: Gaza

Experience and technical competencies:
University degree in a relevant field, such as Social Sciences, Statistics, Development Studies, Economics, Monitoring & Evaluation, or a related discipline.
- Minimum of 2 years of relevant experience in social work, community development, NGOs, or the humanitarian sector, with a focus on MEAL, data management, or accountability.
- Experience working with NGOs and humanitarian programs, particularly in data collection, monitoring, and reporting.
- Proficiency in MS Office (Excel, Word, PowerPoint) and basic knowledge of data analysis tools and practices (both qualitative and quantitative).
- Familiarity with MEAL methodologies and frameworks, including data collection, indicator tracking, and accountability mechanisms.
- Ability to work with mobile data collection tools (e.g., KOBO Toolbox).
- Previous experience with information management systems (ActivityInfo) is an advantage
- Previous experience with organizational capacity assessments and capacity building on MEAL is an advantage
- Strong analytical and problem-solving skills, with the ability to manage large datasets and generate reports.
- Excellent interpersonal and communication skills, with experience engaging with diverse communities and stakeholders.
- Advanced proficiency in English (written and spoken) and fluency in Arabic.
Ability to work effectively in a fast-paced environment, with flexibility and problem-solving capabilities.
