The Near East Foundation (NEF) is seeking qualified candidates for a Monitoring, Evaluation and Learning (MEL) Advisor to be based in WB/G. For over 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. NEF’s work is organized around three program areas: Peacebuilding through Economic Cooperation, Microenterprise Development, and Sustainable Agriculture and Natural Resources Management.
Position Description
The MEL Advisor is a member of the NEF team in WB/G, reporting to the CoP. The MEL Advisor will monitor progress of the project, Positive Youth Engagement (PYE), which aims to engage marginalized and vulnerable youth in the West Bank and Gaza to reduce pathways to fragility, and will draw on the findings to improve project performance. The MEL Advisor will work closely with the COP and USAID. Her/his main functions will be to monitor activity progress and findings to improve activity performance. The MEL Advisor will have a major focus on promoting achieving results in all areas ensuring that responsible staff of key activity results are poised to deliver planned results/deliverables on schedule.
Responsibilities
-Lead the development of baseline, mid-term and final evaluation tools and methodologies, including training of enumerators and staff on data collection, data handling and protection, analysis and reporting
-Conduct regular quantitative and qualitative monitoring of the PYE project and activity progress, collecting data, leading participatory analysis, reporting on findings and drawing on these findings to improve activity performance
-Ensure strict compliance of project with USAID regulations and reporting requirements
-Help ensure staff deliver results on time
-Collaborate with NEF field offices, partner organizations, and other project stakeholders
-Work closely with the NEF program development and support teams as well as other NEF and partner teams to ensure a smooth and rapid start-up of the PYE program and to help ensure meticulous project oversight and transparent communication with relevant NEF and partner staff throughout the project

-A Master’s degree with coursework in fields related to project monitoring, evaluation and adaptation from lessons learned of development activities (e.g. Statistics, International Development, Anthropology, Applied Research, Field Methods)
-Minimum 5 years of relevant experience designing and implementing monitoring and evaluation for learning, program adaptation, and capturing and understanding results
-Proven ability to articulate technical information clearly and effectively to both technical and non-technical audiences
-Demonstrated experience in successfully translating data and findings into activity recommendations
-Strong interpersonal, oral and written communication skills
-Full professional proficiency in spoken and written English. (Preference is given to candidates who also have full professional proficiency in spoken and written Arabic
– Levantine dialect and MSA)
-Familiarity with development operational environments in project areas of West Bank/Gaza
-Competence with MS Office applications, including Word, Excel and Outlook
Salary:
Commensurate with experience.
