Background:
Addressing the needs of Palestinians living in Area C and East Jerusalem is essential for their wellbeing and social development, and also to enable them to achieve their primary goal: to safeguard their property and source of livelihoods and stay on their land. The development potential of Area C is critical to the viability of the Palestinian State – an imperative acknowledged by a growing number of actors, including the PNA, the UN, the EU/MS, the AHLC and the Quartet. The Community Resilience and Development Programme for Area C and East Jerusalem (CRDP) is designed to address the challenges in both areas. Its objective is to empower local stakeholders, through the most appropriate partners to act with resilience to respond to threats that affect their sustenance on the land. The programme will thus contribute to i) prevent the erosion of Palestinian development capital in Area C and East Jerusalem; ii) protect Palestinian land and property in Area C and East Jerusalem; and iii) mitigate and ideally reverse migration flow from Area C and East Jerusalem by enhancing human security.
The intention is to assist the Palestinian Authority to plan, channel resources and implement actions for Area C and East Jerusalem to strengthen resilience and local development.
The programme will be implemented by a wide array of partners, including communities, grassroots organizations, local and international NGOs, based on their respective merits, and according to locally designed plans. The programme facilitates a complementary approach and a transition process from humanitarian interventions towards development and builds initiatives that are of a development nature, but that are not taking place in Area C and East Jerusalem. To do so, the programme is going to work at four levels: community infrastructure, protection of natural resources, income generation and human rights.
The CRDP is a Palestinian-owned programme facility led by MOPAD, facilitated by UNDP and implemented in partnership with civil society through regular calls for proposals. The PA will lead the process through the coordination of MOPAD at the policy level, and the inclusion of other line Ministries and Authorities when necessary at the implementation level.
UNDP and MOPAD, in their partnership established within the framework of the CRDP, are looking for a qualified Monitoring, Evaluation and Reporting Coordinator that would contribute to a successful implementation of CRDP on the ground.
Description of Responsibilities:
1-Manage the Monitoring and Evaluation function of the CRDP and coordinate its activities with various parties including implementing partners, other mechanisms, donors and external researchers.
2-Prepare all necessary reports for internal and external uses and contribute to promotion of the programme among local and international parties.
Monitoring and Evaluation:
-To validate, confirm or re-design if necessary the Logical Fame (fine-tuning indicators, targets, baselines, budget allocation, etc.), based on the information collected through CRDP interventions.
-Assist the Programme Manager in preparation of the Annual Work Plan.
-Gather and collect data regularly according to the approved M&E plan, including a field monitoring plan with field visits to partner organizations, final target population and their implemented interventions. Also, conduct desk reviews of new literature relevant for the monitoring of the programme, in addition to meetings with stakeholders and partners, and any other tool available.
-Problem and risk analysis: identify potential implementation problems, risks and bottlenecks, as well as analyze and update already identified risks and assist Programme Manager and Grants Manager in finding solutions to them.
-Quality assurance and quality control: analyze the collected data and projects progress reports and recommend measures to strengthen and improve the programme results.
-Update regularly M&E plan accordingly, as well as programme management tools available in UNDP (Atlas).
-Prepare all necessary Terms of Reference (ToR) and manage outsourcing of M&E activities and surveys as necessary.
-Prepare ToRs for and oversee research activities in various areas such as updating needs of communities, assessing impact and effectiveness of some interventions, specifying synergies with other mechanisms...etc.
-Assist in the development of M&E frameworks and plans for implementing partners, including a variety of means such as workshops, meetings, online discussions, etc, and if required, develop a M&E capacity strengthening strategy plan for implementing partners.
-Review periodic technical reports of implementing partners and provide appropriate comments.
-Assist in problem solving and development of remedial actions ensuring any disparity between planned and actual outputs is addressed.
-Liaise and coordinate with CRDP field officers to detect possible risks, deviations and problems and advance solutions.
-Facilitate the implementation of regular and periodic programme evaluations.
-Prepare and regularly update the M&E procedures.
Reporting:
-Prepare consolidated quarterly and annual programmatic progress reports, both internally and for donors, in coordination with the rest of the PMU.
-Assist the Programme Manager in fundraising through the elaboration of concept notes, specialized reports, programme presentations and other material.
-Update M&E and reporting tools of UNDP.
-Compile and review the periodic technical reports of implementing partners.
-Assist implementing partners, whenever needed, in reporting of activities, indicators, outputs and risks.
-Prepare and regularly update the CRDP Reporting procedures.

and achieving the success implementation of the project components to reach all project goals and objectives.

Qualifications :
Education:
University Degree in Social Sciences, Program Management, Development or related field from a recognized university. Postgraduate degree in Social Sciences is preferred.
Experience:
Minimum of 6 years of experience managing Monitoring and Evaluation and Reporting in a multi-stakeholder environment, monitoring program performance and carrying out program evaluations. Experience of social/community work, especially involving vulnerable population in the West Bank and East Jerusalem is preferred.
Experience working with public sector, CSOs in designing, managing and/or implementing M&E systems.
Strong writing and editing skills.
Experience reporting clearly and comprehensively on a complex portfolio of activities.
Strong computer skills particularly with one or more types of data analysis and management software (e.g., Excel, SPSS, Atlas, Nvivo).
Proven experience working in a team.
Ability to drive to and visit remote areas in the oPts
Language Requirements:
Strong command of English and Arabic, both oral and written, is required.
