General

Terre des hommes foundation (Tdh) is a Swiss based INGO that has been implementing projects in the Gaza Strip since 1984. Tdh has had uninterrupted operational presence since 2009 with major focus on child protection and access to justice. Tdh has a strong reputation notably through the establishment and localization of Ard-el-Insan, the lead nutrition NGO in the Gaza Strip. We are seeking individuals with strong M&E credentials in a range of technical areas, but particularly those with experience in child protection, including child labour and access to justice.

Overall objective and purpose

Together with the staff of Gaza Tdh office, the consultant/ consultancy company will be responsible for designing a monitoring, evaluation and compliance system for Tdh. The purpose is to provide the M&E Officer and other staff with tools to effectively monitor project progress and achievement, and to provide mid-term and end-of-project evaluations, if needed with sufficient information to assess the project’s success.

Specific tasks include:

Specific tasks: Monitoring and Evaluation

-Develop and deliver a monitoring system to track progress against project level outputs and outcomes at various stages in the logical framework. The monitoring framework should be simple to implement and be based as much as possible on existing data sources and the baseline survey to be carried, if available.
-Design monitoring tools and plans
-Design monitoring tools to track trends in partner performance issues
-Design a detailed data collection and analysis plan, based on the project documents
-Develop an independent system of data collection methodology which will be applied by the Tdh or any donor to conduct annual evaluation to assess the projects outcome, as needed
-Conduct an induction to the Tdh management on the M&E framework and components

Specific tasks: Due Diligence and Compliance Policy

Tdh is dedicated to protecting the integrity of the foreign assistance efforts to save lives and promote children’s rights in the Gaza Strip. Tdh staff and partners should maintain highest possible level of capability, integrity, and management to implement Tdh projects.
Specifically, the consultant will be responsible to:

-Develop compliance tools that Tdh will use internally to make sure that the Tdh staff follow and implement Tdh Due Diligence and Compliance Policy
-Design tools to assess partners’ adherence with Tdh Due Diligence and Compliance Policy
-Develop tools to ensure the effective management of compliance, operational, and reputational risks throughout Tdh in support of the Tdh Due Diligence and Compliance Policy
-Advise on staff, supplier and partner vetting procedures

Required Qualifications and Experience

-Postgraduate degree in a relevant discipline, e.g. international development / development studies, research, economics, statistics, public policy etc.,
-Cross-cutting technical experience in one or more of the following: child protection, gender or livelihoods
-Minimum of five (5) years of progressively responsible professional work experiences in program monitoring and evaluation.
-Proven experience in designing M&E systems
-Evaluation design experience (both qualitative and quantitative design) including overall evaluation methods, tools, guidelines, sampling and data collection and statistical analysis (and coding) an asset
-Experience in undertaking needs assessments and supporting capacity development • Familiarity with both quantitative and qualitative data collection and analysis techniques
-Proven experience in designing, setting up and following up compliance system
