Monitoring & Evaluation Consultant


The USAID Gaza 2020: Health Matters project is designed to improve emergency preparedness and response (EPR), and to improve access and availability of quality primary and secondary health care by building the capacity of NGOs and community-based organizations (CBO) in Gaza and the West Bank. International Medical Corps (IMC) and its partners, Cooperative for Assistance and Relief Everywhere, Inc. (CARE), Juzoor for Health and Social Development (Juzoor), and Mercy Corps, (the Consortium) bring together various components necessary to create a holistic system that is gender sensitive and responsive to crisis and to the needs of residents of Gaza and West Bank, including vulnerable populations.

 Expected outcomes for the Project are:

-EPR plans at the community and facility levels, in place to mitigate the impact of man-made and natural disasters and reflect the different needs of men, women, boys, girls, and marginalized/vulnerable persons.
-CBOs/NGOs able to deliver targeted and complementary prevention and treatment programs for nutrition, Gender-Based Violence (GBV), Mental Health and Psychosocial Support (MHPSS), rehabilitation services, and other primary health care (PHC) needs, strengthening the continuum of care from community to health facility with special attention paid to the needs of men, women, boys, girls, individuals with disabilities, and older persons.
-Increased capacity of existing NGO hospitals, to result in reduced percentages of cases referred out of Gaza for specialty care.

Scope of Work:

The overall objective of the consultancy is the establishment of an operational monitoring and evaluation system for the GHMP project. The purpose is to provide the project with tools to effectively monitor project progress and achievement, and to provide sufficient information to assess the Gaza 2020 Health Matters Project’s GHMP success. In additional, the consultancy aims at developing an M&E system for the project. The Consultant will assist the Project in reviewing M&E needs and establishing necessary practical procedures and measures in order to operationalize M&E (data collection and processing);

-In coordination with the Program Team, project staff and M&E Focal Points with partners in the Consortium, to design the Project’s M&E framework, procedures and operating plans according to USAID’s Performance Management Plan (PMP) format;
-To implement effective M&E systems and procedures to ensure project quality assurance and consistency across the Mission, and in line with USAID Gaza/West Bank quality assurance measures;
-To design, implement, improve and maintain workable and comprehensive M&E tools for the monitoring of core IMC program activities within the program;
-To oversee the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality, accuracy in line with the logical framework approaches, best practice and project documents;
-To provide technical support to other M&E staff at International Medical Corps and Project Consortium partners in planning and monitoring of ongoing projects as well as the development of systematic regular and structured M&E exercises such as evaluations, reviews, lessons learnt workshops;
-To build the capacity of staff through training and support for effective implementation of the M&E systems, including for information gathering, periodic reflection and analysis of program monitoring data follow up and post implementation monitoring within the Mission;
-To implement and train on program monitoring tools (e.g. PMP, indicator tracking tables, etc.);
-To test and implement flexible reporting structures and data collection mechanisms;
-To coordinate and lead rapid and more comprehensive assessments, including but not limited to annual Project performance reviews, with prompt analysis and dissemination among stakeholders;
-To coordinate sector areas within IMC and with the Consortium and with hired consultants, to support integrated, comprehensive program evaluations and learning reviews where appropriate;
-To establish and maintain feedback mechanisms for M&E results with all stakeholders to identify and share lessons learned and encourage data for decision making at all levels;
Deliverables:
-Update the PMP and formulate a set of relevant, simple and straightforward indicators to monitor the project.
-Collect, analyze and document relevant data to demonstrate project progress, including yearly work plans, quarterly and annual reports and/or presentations.
-Design baseline and other relevant surveys based on the set of indicators and to identify other sources of verification.
-Develop and manage the M&E Information System with the M&E Focal Points on the Project (from all Consortium partners) and be responsible for generating periodic reports for all areas as per the IMC Headquarters and USAID requirements, including quarterly reports;
-Lead the development of plans and strategies for the successful creation, and revision/modification as necessary, of an approved work plan and PMP
-Design the monitoring and evaluation approach and instruments including data collection procedures
-Generate data reports in compliance with USAID procedures and agreement deliverables
-Ensure effective communication between the M&E team and other program staff, partner team and home office
-Ensure Geo-MIS and TraiNet data quality and integrity by periodically conducting field visits and spot checks to verify data and investigate any data anomalies.
-Identify and track any sources of information, outside of the approved PMP, that can and should be integrated into the M&E system to help better manage project implementation (e.g. any work that may generate data or information that could be incorporated into the system).
-Conduct periodic training in M&E procedures for project staff, stakeholders, and/or partners. Share information to help them monitor the progress of their work and use the data for strategic decision-making.
-Support grantees designing their M&E plan and follow grantees M&E plan implementation.
-Orient project technical team members on the project M&E system and operations and ensure that project data is regularly shared/communicated among all project staff.
-Build M&E capacity by identifying best practices and implementing effective M&E models in order to achieve highest levels of program quality.
-Review Partners’ Reports and prepare reports based on M&E data
-Mentor and build the capacity of junior M&E staff and staff at partner organizations including the consortium partners.
-Produce an operational manual and to train staff accordingly
-Develop knowledge management and learning plan as part of the PMP, and lead on the development of case studies and other learning products
-Other M&E tasks as needed

Qualifications:
-Masters level or higher degree in social science, statistics, international development; experience or background in epidemiology, public health, health information management, biostatistics or a related discipline is preferred;
-At least seven years of applied experience with designing, implementing and overseeing monitoring and evaluation tasks;

Skills:
-Demonstrated experience managing teams and building staff capacity within complex programming;
-Demonstrated experience designing logical frameworks and results based frameworks and associated performance monitoring and evaluation plans;
-Extensive experience in quantitative and qualitative data collection including survey design, implementation and analysis; experience with various survey and rapid assessment approaches;
-Experience in database design and other tools for information management;
-Competent in MS Excel, word processing, Power Point and experience using statistical software EPI-Info, SPSS and STATA are a plus;
-Good experience in delivering training on M&E and data analysis.
-Experience in qualitative and quantitative research.

Other comments:
Past experience with M&E approaches for USAID is preferable
