Teacher Education Improvement Project – TEIP

The Ministry of Education & Higher Education (MOEHE) has received a grant from the World Bank, International Development Association towards the cost of Teacher Education Improvement Project – TEIP, and intends to apply part of the proceeds for the following individual consultancy:

Position: Monitoring & Evaluation Consultant

Main Tasks, Responsibilities & Scope of Work:
Component 1 – Teaching Practicum:
1-Advise on and engage periodically in the monitoring of project implementation in the pilot institutions and their cooperating schools.
2-Assist AED in its monitoring and evaluation of program, implementation and outcomes, and in the utilization of qualitative and quantitative data for these purposes.
3-Assist AED to collect, analyze pre- and post-test data, and to prepare for the implementation of the ‘readiness to teach’ index of competencies required by beginning, Grade 1-4, class teachers.
4-Assist AED to evaluate program impact using qualitative and quantitative measures, pre- and post-test data, and the ‘Readiness to Teach’ Index of teaching competencies required on the part of beginning, Grade 1-4, class teachers.
5-Conduct regular site visits to the selected universities, to conduct classroom observation for the sake of collecting quantitative data.
6-Help in preparing and implementing a dissemination plan/ campaign to utilize the findings of assessment studies in developing the quality of teaching and teachers.
Component 2 – Upgrading Teaching Practices:
1-Advise on and engage periodically in the monitoring of project implementation in the pilot institutions.
2-Assist AED in its monitoring and evaluation of program implementation and outcomes, and in the utilization of qualitative and quantitative data for this purpose.
3-Assist AED to collect and analyze pre- and post-test data, and to prepare the implementation of the ‘Readiness to Teach’ Index of competencies that one would expect experienced, Grad 1-4, class teachers to have mastered following the participation in a project of this nature.
4-Be part of the research team (from components 1 and 2 and the AED) who will develop the framework of the training needs assessment that can be used to design a modular upgrading program for education faculty to address those needs.
5-Conduct regular site visits to the selected schools where under qualified teachers are working to conduct a classroom observation sessions.
6-Help AQAC, AED and CDTP in accreditation and evaluating samples of university programs used in preparing our future teachers.

Essential Required Qualifications, Skills, knowledge and Competencies
1-At least Master degree in assessment & evaluation or any other relevant field.
2-Minimum 7 years of experience in Assessment, Monitoring & Evaluation of training programs.
3-Good communication and writing skills in English and Arabic.
4-Considerable experience in undertaking similar assignments and a proven track record in conducting similar assignments.
5-Experience in designing monitoring and evaluation instruments and in instrument validation process.
6-Skills in conducting classroom observation, interviews and focus groups sessions.
7-Significant experience in quantitative and qualitative data analyses.

Time Frame:
The contract will be for the period September 1, 2011 – December 31st, 2014
Contract: Lump Sum Contract

The post shall be based at MOEHE headquarters in Ramallah.
