PREMIERE URGENCE INTERNATIONALE (PUI) is a French non-political, non-religious and non-governmental organization intervening in 23 countries around the world to help people to survive and rebuild their lives. PUI works in occupied Palestinian Territory since 2002.

PROFILE OF THE MISSION

BACKGROUND: Since 1967, occupation and political stagnation have directly affected the socio-economic situation of the Palestinian population in the West Bank. The movement restrictions policy is severely limiting Palestinians’ access to essential services and markets, and leading to serious and negative impact upon all aspects of their lives, and mainly their livelihoods.

The main features of the Israeli occupation remain in place and consequently the humanitarian needs in the oPt have not fundamentally changed for the last decade. Serious protection threats related to IF and settlers’ violence, limited access to essential services and entrenched levels of food insecurity continue to characterize the day-to-day lives of many Palestinians. Communities in Area C of the West Bank came under increasing pressure—rise in demolitions, increase in settlers’ violence, no easing on movement restrictions and no progress on the planning and zoning regime. Bedouin and herder communities in particular were affected.

Israel continues to impose a blockade on Gaza, amounting to collective punishment of the population and affecting every aspect of life in the Gaza Strip. Livelihoods remained severely constrained by policies that restricted access to the areas with the most viable agricultural and fishing prospects. Risks of escalation of violence remain very high, such as during the 51-day military operation led by Israel in July-August 2014.

GENERAL POSITION SUMMARY

The West Bank Monitoring and Evaluation Manager will be based at Ramallah office, will spend some days in the PUI Nablus office according to the needs and will be required to travel frequently to our main areas of intervention (which currently include the jobs.ps districts of Qalqilya, Nablus and Salfit). The WB M&E Manager will report to the Deputy Head of Mission in charge of supervising the Monitoring and Evaluation process both in the West Bank and the Gaza strip.
 
Scope of the work: This position will act as a resource for the Quality Department composed by the Deputy Head of Mission, the IT/GIS Senior Officer, the Gaza Strip M&E Manager and his Assistant.

This position will assist with building M&E systems focused on data collection, data aggregation, data analysis and reporting (internal and external).

The WB M&E Manager will lead the M&E process of all the Grants and assessment related to projects implemented in the West Bank, which requires him to work jointly and in coordination to local partners and Consortium partners.

This is a full-time position: Sunday to Thursday

MAIN TASKS: Under the supervision of the Deputy Head of Mission, the Monitoring and Evaluation Manager will be in charge of planning, collecting, analysing data and reporting the different processes of the project cycle: 1) Assessment 2) monitoring 3) beneficiary selection 4) evaluation 5) Learning & Knowledge Management Process; and 6) Grant Process.

Additionally, the M&E Manager contributes to the capitalization of the quality procedures and tools and shall fulfil weekly and monthly administrative tasks related to its position.

DETAILED TASKS

ASSESSMENT PROCESS

-    Design systematic and realistic needs assessment plans that capture quantitative and qualitative data to report on all indicators in proposals;
-    Develop needs assessment tools and protocols including data collection forms and computerized database standardized between Gaza Strip and West Bank;
-    Lead field visits, collecting data among beneficiaries/partners of PUI’s project (Households assessments, villages assessments, VSC meetings, etc.);
-    Train operation staff on data collection forms;
-    Supervise the data entry, training skilled workers on data entry, monitoring the accuracy of the computerized data;
-    Analyse data to produce dynamic and updated statistics and graphs tracking needs among targeted households and local communities;
-    Follow-up of the coordination to cross-check information provided by the targeted villages/communities and by the households. Beneficiaries lists shall be shared with the relevant stakeholders;
-    Literature review of all external sources of information relevant to the field/ area of intervention of PUI likely to complete the needs assessment research: livelihoods, food security, wash…

MONITORING PROCESS

Planning the M&E:

-    Design PUI Monitoring and Evaluation plan according to each program implemented in close collaboration with other Departments and with partners;
-    Develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on all indicators in proposals and reports (it implies defining SMART indicators and associated sources of verification to measure the results of the implemented projects);
-    Develop performance indicators, references sheets that include the detailed methodology of data collection, data analysis, persons in charge, timeframe etc;
-    Create computerised tools allowing faster M&E tracking and reporting, jointly with the IT&GIS Senior Officer.

Monitoring the projects:

-    Lead regular monitoring visits in coordination with the operations teams, partners and other relevant stakeholders, and issuing field visits reports including specific recommendations;
-    Update, implement and follow-up the PU program M&E plans and collecting the Sources of Verification from the relevant departments on a regular basis;
-    Follow-up of SMART indicators and associated sources of verification to measure the evolution of the implemented projects;
-    Coordinate the monitoring of the project with partners and other stakeholders, when relevant.

SELECTION PROCESS

-    Define the selection criteria for communities and/or activities and/or beneficiaries and process, as well as participate to the selection committees in close collaboration with the Operation Department and partners, when needed;
-    Supervise the selection process including training of the surveyors, filling applications on the field, meetings with local stakeholders, home visits to the potential beneficiaries;
-    Carry out field visits to monitor the accuracy of the data collection by the surveyors;
-    Join field visits to monitor the accuracy of the data collection by the Field Officers & skilled workers;
-    Supervise relevant data entry, monitor the accuracy of computerised data;
-    Analyse data to select the most vulnerable households based on PUI scoring system
-    Ensure the cross-check of the collected data (i.e. MoSA; UNWRA; VSC etc.);
-    Ensure the implementation and follow-up of the complaints mechanism;
-    Write selection process reports with proper justification of special cases, when relevant.

EVALUATION PROCESS:

-    Design systematic and realistic impact survey plans that capture quantitative and qualitative data to report on all indicators in proposals in close collaboration with the operational department and partner;
-    Develop impact survey tools and protocols including data collection forms and computerised database, in close collaboration with the GIS/IT Senior Officer
-    Lead field visits in coordination with the Operation Department to collect data among beneficiaries/partners of PUI projects, using tools and protocols designed (Impact Surveys questionnaires and Purchasing Power questionnaires);
-    Identify and document at least 3 success stories per project during the field visits;
-    Supervise the data entry, collection and monitoring the accuracy of the computerised data;
-    Analyse data to produce dynamic and updated statistics and graphs tracking the projects’ impact among beneficiaries and local communities;
-    Analyse data and explain strengths and weaknesses, success and failure, plus identify unintended positive or negative effects of the project;
-    Literature review of all external sources of information relevant to the field/ area of intervention of PUI likely to complete the impact survey: livelihoods, food security, wash…
-    Write the impact survey reports based on data analysed, the sources of verifications, the surveys and the literature review
-    Support the Operation Department in the archiving of programmatic keys documents;

LEARNING & KNOWLEDGE MANAGEMENT PROCESS

Capacity building

- Carry out capacity building and trainings of partners and PUI staff focus on monitoring & evaluation, reporting skills etc. when relevant;

Contributing to the Capitalization:

-    Contribute to the documentation of lessons learnt and best practices for dissemination within PUI relevant departments;
-    Assist the Deputy HoM in writing guidelines about PUI processes and methodologies in support to other departments;
-    Assist the Deputy HoM in developing a database documenting PUI historic intervention in the OPT;
-   Upload key documents on the internal server.

GRANTS PROCESS

-    Contribute to the writing – in English & Arabic - of proposals, intermediate and final reports to donors; write impact survey reports (External) to be send to donor based on data analysed, the sources of verifications, the surveys and the literature review;
-    Write impact survey reports for partners, donors and other external stakeholders based on data analysed, the sources of verifications, the surveys and the literature review.

The position holder will undertake other tasks as per the needs of the Mission and in discussion with his/her Manager.

REQUIRED QUALIFICATIONS & EXPERIENCES

-      Advanced university qualification (in Development Studies, Statistics or another related field)
-      From three to five years’ experience with a Palestinian or international NGOs or related fields
-      Proven experience in M&E (including designing and writing baseline and impact surveys, needs assessments, reports and evaluation)
-      Project Cycle Management
-      Knowledge of main donors’ policy and procedures (UN Agencies, EU…)
-      Fluency in written and spoken English and Arabic
-      Excellent computer competency particularly in Excel and Word
-      Valid driver’s license and clean driving record

-      Flexibility in location of work and scheduling is necessary (for field visits)
-      Ability to work under pressure and under strict deadlines

-      Ability to work rigorously;
-      Ability to solve problems and proactively.
