Job Title: Monitoring & Evaluation Manager

Working Hours: 40 hours per week: 8:00-16:00
AMIDEAST is an international, non-profit, education organization with offices throughout the Middle East and North Africa, including in the West Bank and Gaza. AMIDEAST implements the USAID-funded School Support Program that extends through August 31, 2018. The primary goal of the program is to improve the quality of education in 50 marginalized public schools in the West Bank. Program objectives include improving the educational environment in schools, enhancing community engagement, and strengthening students’ social competencies.
The M&E Manager will be based at the SSP project office in Ramallah. S/he reports directly to the Chief of Party who provides guidance and/or support as may be required. The M&E Manager leads SSP’s M&E data collection and analysis activities, as well as spearheads the design and implementation of a data management system. S/he identifies performance indicators, develops quality assurance strategies, trains program employees, develops reports, and maintains contact with program partners.
Summary of Responsibilities
The Monitoring and Evaluation Manager provides support to SSP in the following key areas of responsibility:
-Leadership in and oversight of all monitoring and evaluation initiatives required by SSP;
-Design and implement a comprehensive Performance Management Plan (PMP);
-Draft quantitative report section of project quarterly and annual reports and supporting narrative;
-Support internal and/or external training as may be required;
-Monitor field implementation of data collection processes in a Capacity building support.
Skills and Qualifications
-5 years of relevant experience working in M&E with NGO
-Bachelor’s degree in social sciences or equivalent
-Extensive experience in and proven competence with monitoring program implementation using qualitative and quantitative approaches
-Excellent working knowledge of computer software packages, including SPSS, Access; and Excel
-Ability to process and transfer large amounts of complex data into easily readable and concise formats and diagrams or info-graphics
-Strong organizational, communication, IT, leadership, and interpersonal skills
-Fluency in Arabic and English languages, experience in report writing
Preferred:
-Master’s Degree
-M&E experience with USAID-funded basic education or youth programs
-Supervisory and/or management experience
-Strong interpersonal skills and demonstrated ability to work productively with program staff and partner institutions
