Job Description
Première Urgence - Aide Médicale Internationale (PU-AMI) is a French non-governmental organization which works in occupied Palestinian Territory since 2002.
PU-AMI is operating in the West Bank and Gaza Strip. The organization is working in different fields such as Water and Sanitation program, Agriculture and Economical recovery.
For its 2011-2012 ECHO programs, Premiere Urgence is looking for a Monitoring &Evaluation Officer.
-MAIN TASKS
Under the supervision of the Deputy Head of Mission, the Monitoring & Evaluation Officer will be in charge of:
Monitoring and evaluation
-Designing, updating, implementing and following up the PU-AMI Yearly Monitoring and Evaluation plan;
-Standardizing the M&E process within the mission (West Bank and Gaza),
-Developing systematic and realistic monitoring plans that capture quantitative and qualitative data to report on all indicators in proposals/reports;
-Defining SMART indicators and associated sources of verification to measure the results of the implemented projects;
-Developing, standardizing and deploying follow up/monitoring/evaluation tools as data collection forms and computerized database;
-Contributing to the definition & implementation of baseline surveys and impact studies (including surveys protocols);
-Leading regular field visits, collecting & computerizing data among beneficiaries/partners of PU-AMI’s project;
-Collecting, computerizing and analyzing data to produce dynamic and updated statistics and graphs tracking impact evolution of PU-AMI’s project among former beneficiaries, as well as among local communities;
-Permanently assessing the overall economic situation in the West Bank as well as leading local studies to assess the economic development of local areas where PU-AMI is intervening (market surveys);
-Supporting the implementation of the full M&E process in the Gaza strip,
Reporting
-Prepare and ensure timely input, asrequired, for weekly, monthly and quarterly progress reports and any otherrequired reports (donors reports…);
-Write any relevant narrative reports and submitting them to the Deputy HoM as required,
-Harmonizing and standardizing reporting tools between West Bank and Gaza teams.
Capitalization
-Assisting the Deputy HoM in designing and implementing a lessons learnt process,
-Analyzing data and explaining success and/or failure, plus identifying unintended positive or negative effects of the project;
-Writing guidelines about PU-AMI process and methodologies, in support to operations team;
-To handle other duties as required.
KNOWLEDGE AND EXPERIENCE
-MA/MS preferred in international development or other relevant economic and social science;
-Minimum 3 years' experience or more in international relief or development in a similar or related position;
-Excellent English oral and writing skills is mandatory; Arabic language abilities is a strong asset;
-Experience in implementing ECHO grants, or other donors required,
-Strong knowledge of Excel and basic statistics is required; demonstrated skill in statistical analysis, MS Access and other databases formats strongly desired,
-Ability to work effectively as part of team in an emergency, cross-cultural and politically sensitive setting,
-Flexibility and adaptability are essential, as well as the ability to plan, take initiative and work independently and under pressure,
-Neutrality and Impartiality absolutely required;
