West bank Monitoring & Evaluation Officer
Première Urgence-Aide Médicale Internationale (PU-AMI) is a French non-governmental organization which has worked in the occupied Palestinian territory since 2002 in both West Bank and Gaza Strip. PU-AMI is currently working in the areas of protection, agriculture and economic recovery (CFW).
GENERAL POSITION SUMMARY
The Monitoring & Evaluation (M&E) Officer will be based in the Ramallah office and will be required to travel frequently to our main areas of intervention which currently include the districts of Qalqilya, Nablus, Salfit and Tulkarem. The M&E officer will work and report closely to the Deputy Head of Mission in charge of supervising the Monitoring and Evaluation process both in the West Bank and the Gaza strip.
This position will act as a resource for the Quality Department composed by the Deputy Head of Mission, the Selection & Assessment officer in WB; the IT/GIS Senior officer in WB and the M&E officer in GS.
This position will assist with building M&E systems focused on data collection, data aggregation, data analysis and reporting.
This is a full time position: Sunday to Thursday.
MAIN TASKS : Under the supervision of the Deputy Head of Mission, the Monitoring & Evaluation Officer will be in charge of planning, collecting, analyzing data and reporting the different steps of the projects cycle: 1) Assessment; 2) Planning M&E; 3) Support to the Beneficiaries selection; 4) Monitoring; 5) Evaluation 6) Reporting and 7) Capitalization
DETAILED TASKS
1-Conducting Needs Assessments and potential baseline surveys:
-Developing needs assessment tools and protocols including data collection forms and standardized between Gaza Strip and West Bank
-Leading field visits, collecting data among beneficiaries/partners of PU-AMI’s project (Households assessments, villages assessments, VSC meetings, etc.)
-Training operation staff on data collection forms
-Literature review of all external sources of information relevant to the field/ area of intervention of PU-AMI likely to complete the needs assessment research: livelihoods, food security, wash
-Writing the needs assessment reports
2-Planning the M&E:
-Designing PU-AMI Monitoring and Evaluation plan according to each program implemented in close collaboration with the Communication, Advocacy, Operational, Logistics & Administrative department.
-Developing systematic and realistic monitoring plans that capture quantitative and qualitative data to report on all indicators in proposals/reports;
3-Supporting the Selection & Assessment officer in the selection process:
-Training surveyors on data collection forms
-Joining field visits to monitor the accuracy of the data collection by the surveyors
-Ensuring the cross-check of the collected data (i.e. MosA; UNWRA; etc).
-Ensuring the implementation and follow-up of the complaints mechanism
-Writing special cases reports and attending the meeting
4-Monitoring the projects:
-Updating, implementing and following up the PU-AMI Program Monitoring and Evaluation plans and collecting the sources of verification from the relevant departments on a regular basis.
-Follow-up of SMART indicators and associated sources of verification to measure the evolution of the implemented projects
-Leading regular monitoring visits in coordination with the operations teams and the Communication officer and issuing field visits reports including specific recommendations
5-Leading the projects’ evaluation:
-Designing systematic and realistic impact survey plans that capture quantitative and qualitative data to report on all indicators in proposals in close collaboration with the relevant departments & the Selection & Assessment officer.
-Developing impact survey tools and protocols including data collection forms and computerized database, in close collaboration with the IT & Senior Officer, standardized between Gaza Strip and West Bank
-Conducting awareness session with the selected beneficiaries in collaboration with the Operational department, related to the sustainable use of the Cash for income
-Producing Analyzing data to produce dynamic and updated statistics and graphs tracking the projects’ impact among beneficiaries and local communities
6-Reporting:
-Writing Monitoring reports (Internal) at the end of each Cash for Work Round of activities in WB, including an evaluation of the selection process, the monitoring process, the indicators level of achievements and some recommendations for the next round.
-Writing impact survey reports (External) to be send to donor based on data analyzed, the sources of verifications, the surveys and the literature review
-Contributing to the writing of proposals, intermediate and final reports to donors
7-Contributing to the Capitalization:
-Assisting the Deputy HoM in writing guidelines about PU-AMI process and methodologies related to the Quality department but also in support to the operation team and any other department.
-Uploading all the keys documents on the server
-Contributing to the production of village profile
REQUIRED QUALIFICATIONS & EXPERIENCES
-Advanced university qualification (in Development Studies, Statistics or other related field
-Minimum three years experience in a Palestinian or international NGO
-Proven experience working in M&E including designing and writing baseline and impact surveys, needs assessments, reports and evaluation
-Fluency in written and spoken English
-Proficiency in Arabic is an advantage
-Excellent computer competency particularly in Excel and Word
-Valid driver’s license and clean driving record

PU-AMI is caring to offer a remuneration and benefits package commensurate to the Palestinian labor market. Salary range from 4500 NIS to 5300 NIS according to the experience.
