Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PUI started working in occupied Palestinian territory (oPt) in 2002 during the second Intifada. From the beginning, PUI’s objectives in oPt was to maintain and improve the food security and livelihoods of the most vulnerable populations directly affected by the protracted conflict between Israel and the Palestinians.
PUI has been working on economic development and women empowerment programs for 7 years now and has accumulated a lot of operational experience overtime. The main objectives of PUI in those sectors are to build communities’ capacity, to strengthen employability, competitiveness and entrepreneurship, as well as support the creation of small business.
PUI is seeking for: Monitoring & Evaluation Officer
Duration: 4 months (Maternity Replacement)
Starting Date: 01st November 2018
The Monitoring & Evaluation (M&E) Officer is a Gaza-based position with frequent travel to Gaza Strip districts. The M&E Officer will work and report closely to the Monitoring & Evaluation Manager in charge of supervising the Monitoring and Evaluation process in Gaza strip.
This position will act as a resource for the Quality Department, with emphasis on broad-based Economic Recovery program support, to enhance program design, monitoring and evaluation, lessons learnt and quality process.
This position will assist with building M&E systems focused on data collection, data aggregation, data analysis and reporting (internal and external).
This is a full time position: Sunday to Thursday.
- MAIN TASKS
Under the supervision of the Monitoring & Evaluation Manager, the Monitoring & Evaluation Officer will be in charge of assisting in planning, collecting, computerizing and analyzing data and reporting the different steps of the projects cycle.
Additionally, the M&E Officer contributes to the capitalization of the quality procedures and tools and shall fulfill weekly and monthly administrative tasks related to its position.

- Supervise the selection process including training of the surveyors, filling applications at local CBOs and ho

- Make the preparations and implement different assessments including but not limited to baseline surveys, impact surveys, needs assessment, and focus group discussions.
- Produce some success stories for some beneficiaries at the end of the project.
- Collect and organize the different sources of verifications on regular basis during and at the end of the project.
- Prepare the quality and operation departments’ binders.
- Conduct field visits to monitor and follow up project activities.
- Make the preparations for different meeting with beneficiaries and local community (e.g. Livelihood awareness sessions).

Required knowledge and skills
- Bachelor degree preferably in the field of Social Development, Engineering, Project Management or related field.
- Minimum of 3 years of proven working experience in M&E with NGOs.
- Previous work experience with International NGOs will be preferred.
- Proven practical experience in Microsoft excel.
- Ability to influence and liaise effectively with key stakeholders, local authorities.
- Ability to work independently and as a collaborative team member.
- Ability to independently organize work and prioritize tasks.
- Excellent communication techniques, excellent writing skills in English.
- Professionalism, presentation, communication and networking skills.
- Ability to work under pressure.
- Ability to work with various partners, in a spirit of openness, and with adaptable communications strategies.
- Ability to write reports and follow-up execution of projects’ activities.
- Conscientious, with an excellent sense of judgment;

- Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project and the Internet.
