Monitoring & Evaluation Reporting Officer (1 position) – Gaza
Programs: USAID-PCAP
Duration: 1 Year

1- Job Summary and Duties:
CHF is seeking a candidate for a monitoring & evaluation (M&E) reporting officer position in its Gaza
Office. The M&E and reporting officer shall be responsible for M&E and reporting tasks related to CHF’s role under PCAP, which comprise of Housing, Infrastructure and Agriculture. The selected candidate will be responsible for the following:

Responsibilities:
-Work with communities to develop systems for screening and selecting beneficiaries and for
monitoring project work to ensure maximum impact.
-Maintain and gather project statistics regarding number and beneficiary profiles, type and quantity of assistance provided, and any other quantitative and qualitative information required by the program.
-Conduct qualitative and quantitative surveys of program impact to assure the project goals are being met and that the CHF team is able to constantly improve the quality of program implementation.
-Oversee the work of consultants working on M&E tasks.
-Maintain beneficiary records for all projects in a functional database system.
-Liaise effectively with field offices, NGOs and partner representatives; assist in formulation and
implementation of outreach strategies.
-Prepare and Ensure timely input, as required, for weekly, monthly and quarterly progress reports and any other required reports.
-Conduct field visits on a frequent basis to community project sites to monitor community / stakeholder participation, project activities, provide technical assistance and troubleshoot along with the team.
-Organize and lead community focus groups and planning sessions during the project identification
and planning stages, as well as for success stories and M&E purposes.
-Write project impact briefs and success stories in English and Arabic.
-Produce Monthly, Quarterly and Annual Monitoring and Evaluation reports based on agreed indicators that will guide the decision making and program implementation.

Qualifications:
Education and Training
-A university degree in development, public policy, public relations/communications or other relevant
field, or a combination of experience and education working in this sector.

Experience
-At least 4 years relevant experience with international organizations in the monitoring and evaluation of, and reporting for complex projects.
-Past work with USAID and/or European funded programs preferred.

Technical skills
-Experience carrying out M&E tasks, including survey work.
-High analytical and reporting skills.
-Ability to solve problems in the field with partners, local committees and beneficiaries.
-Good command of spoken and written English and Arabic.
-Excellent command of excel and other database applications.
-Computer/word processing and standard office software skills.
