ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.

In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks an MPCA officer for its aniticpated coming humanitarian operations in Gaza.

III-Position Profile

Implementation of Cash Transfer Activities:

  • Lead the planning, coordination, and execution of cash distributions to households across the Gaza Strip, ensuring adherence to Acted’s guidelines and CWG recommendations.
  • Ensure the security and safety of the team and beneficiaries during cash distribution, adapting plans as necessary based on the evolving context.
  • Collaborate with identified financial providers for the timely and secure transfer of funds, ensuring compliance with Acted’s code of conduct, PSEA policy, and data protection standards.

Beneficiary Identification and Selection:

  • Coordinate with MEAL teams, CBPCs, and other stakeholders to identify and select eligible beneficiaries based on predefined criteria.

Community Sensitization and Communication:

  • Inform and educate beneficiaries about the MPCA project, selection criteria, and distribution process.
  • Conduct community sensitization sessions on the intended use of cash assistance and Acted’s Feedback Mechanism (AFM).
  • Ensure clear communication with beneficiaries about the distribution process, including PIN receipt and cash redemption procedures.

Monitoring and Reporting:

    • Monitor the functionality and supply of markets to ensure the continued relevance of cash transfers.
    • Collaborate with MEAL teams to ensure comprehensive monitoring of cash distributions, including beneficiary satisfaction, through Post Distribution Monitoring (PDM) and other feedback mechanisms.
    • Prepare and submit regular reports on the progress, challenges, and outcomes of cash transfer activities.

Coordination and Collaboration:

    • Work closely with other NGOs and CWG to avoid duplication of efforts and ensure coordination in the delivery of cash assistance.
    • Meaningfully represent ACTED at CWG.
    • Provide input and feedback to Acted’s senior management on the effectiveness of the cash transfer modality and suggest adaptations as needed.
    • Contribute to designing and implementing ACTED’s MPCA strategy

Job Requirements

IV- Qualifications and Skills:

  • University degree in any relevant field
  • At least 3 years of experience in a similar position.
  • Previous work experience with NGOs / INGOs
  • Expertise in designing, implementing, and monitoring cash transfer programs, including familiarity with different modalities (e.g., multipurpose cash, vouchers).
  • Knowledge of Cash Working Group (CWG) guidelines and best practices in cash assistance.
  • Ability to conduct light market assessments to determine the feasibility and impact of cash interventions.
  • Understanding of supply chains, market functionality, and price monitoring in Gaza.
  • Experience in coordinating with various stakeholders, including NGOs, UN agencies, and community-based organizations.
  • Good oral communication and writing skills
  • Good in written & spoken English/ Arabic with technical report writing
  • Professional attitude, good social skills, and ability to work in a team.
  • Accurate, reliable, open-minded, and a positive attitude.
