Introduction
Palestine Public Finance Institute (PPFI) is the capacity development strategic partner of the Ministry of Finance and (MoF). PPFI was established to streamline and unify public finance management training efforts in Palestine, and to transform Public Finance Management (PFM) training activities into one institutionalized approach with a strategic vision.
PPFI has received a grant from the Agence Française de Développement (AFD) to implement the “Supporting to Palestine Public Finance Institute Project Phase (II)” program. The Project implemented by Expertise France (EF) and PPFI aims at designing and delivering training program in Public Financial Management (PFM) and enhancing the PFM reforms program at Ministry of Finance.
The Project includes three thematic areas (components):
1. Component 1: Support the implementation and the development of strategic reforms related to Public Finance Management, including gender mainstreaming.
2. Component 2 - Strengthen vocational training and academic curricula related to Public Finance Management.
3. Component 3 - Enhance the Palestinian Public Finance Institute as a PFM Centre of Excellence.
The PFI seeks to hire a competent individual Multimedia Specialist with the required skills and experience to apply for this six-month short-term contract.
Objective of the Contract
The overall objective of this activity is to produce 35 to 40 high-quality and engaging infographic videos that can be used in an e-learning course to explain complex topics and concepts in an easy-to-understand manner.
The specialist will be based at PPFI premises and work with the E-Learning team to develop and produce high-quality videos.

Main Task
E-learning programs: Produce Info-graphic videos including Graphic Design, Animation, Video Editing, Sound Editing and Recording, Video Shooting, based on the following specific tasks:
- • Research and gather information on the topics and concepts that need to be covered in the e-learning course.
- • Create a storyboard for each video, outlining the key points and visual elements that will be included.
- • Design and create engaging and informative infographics that can be used in the videos.
- • Produce videos using video editing software, including adding animations, transitions, and sound effects.
- • Ensure that all videos meet the required technical specifications and are optimized for online delivery.
- • Deliver the videos in a format that can be easily incorporated into the e-learning course.
Estimated Timeframe
The job is a short-term employment opportunity with a duration of 6 months with the possibility of extension, starting May 2023, with an expected level of effort by the specialist of 180 calendar days.
