Job Description

Save Youth Future Society (SYFS) is a non-governmental, non-profit and independent society founded in Gaza in 2001. SYFS work is informed by the necessity of creating independent, self-reliant initiatives that lead to the achievement of sustainable development, and which incorporate values of self-sufficiency and self-empowerment.

SYFS, with financial assistance of EU and in partnership with Juzoor for Health and Social Development, starts a program entitled” Palestinian Youth Promoting National Reconciliation between Conflicting Parties in the West Bank and Gaza Strip by Advocating for Internal Dialogue and Mutual Understanding “ which will be implemented in Both West Bank and Gaza Strip. SYFS is desirous to recruit the following positions:

Title: Program Manager
Place: Gaza Strip
Period: 12 months with possibility of extension
Starting date: As soon as possible
 
Key Responsibilities:
1-Review team reports, giving feedback and support to team to achieve adequate quality
2-Identify and obtain any support and advice required for the management, planning and control of the program
3-Proactively manage changes in program scope, identify potential crises, and devise contingency plans
4-Develop communications tools such as website input, project presentations etc…related to the program
5-Enhance media coverage and public relations of the program
6-Support the implementation of SYFS strategic Planning
7-Manage risks, and ensure implementation of corrective actions  is taken as results of M&E findings
8-Compile and review quarterly and semiannual program reports financial and narrative reports.
 
Academic and Professional Qualifications and Experience:
1-Master degree in Business Administration or related field.
2-Minimum 8 years of experience in program management
3-Innovative and business oriented
4-Excellent communication skills, working with local communities, donors, NGOs, the private sector, etc
5-In-depth understanding and experience of business development.
6-Being aware and sensitive of gender equity and diversity is a must
7-Excellent, leadership skills and a team player
8-Professional written and oral communication skills (Arabic English)
9-Computer literacy (MS Word, Excel, PowerPoint, and internet functions

 
Title: Financial Manager
Place: Gaza Strip
Period: 12 months with possibility of extension
Starting date: As soon as possible

Key Responsibilities:
1-Supervise all the financial cycle related to program, starting from approved grant amount to disbursement control and close up.
2-Assist Program Manager in preparing the budget of program and monitor its expenditure.
3-Prepare program cash flow.
4-Assist program manager in preparing related financial and technical reports.
5-Participate in managing financial data base related to program.
6-Conduct the financial data base entries, prepare all financial reports and highlight deviations
7-Review all contracts and ensure that all supporting documentation are attached to program contracts and payments along with recipient’s financial compliance.
8-Review all beneficiaries’ payment requests according to SYFS procedures.
9-Safeguard related files and documents.
10-Participate in developing the management information system.
11-Provide oversight and guidance, ensuring compliance with generally accepted accounting principles and internal controls. Ensures integrity, suitability, accuracy and timelines of internal information systems.
12-In coordination with the Program Manager, plan and manage any required external and internal audits.
13-Coordinate with the program support unit regarding the fund allocation and program expenditure.
14-Perform such other duties as may be assigned by the Program manager

Academic and Professional Qualifications and Experience:
1-A university degree in Finance Sciences, Accounting or a related field, in addition to sufficient knowledge and experience in finance.
2-At least 5 Years of experience in related field.
3-Strong Project Management skills and experience including planning, budgeting, monitoring, evaluation, and time management.
4-Ability to work within and contribute to a team and to produce results under pressure and tight deadlines.
5-Excellent communication and reporting skills in both languages (Arabic and English).
6-Excellent computer skills (MS-Office, MS-Project, and Internet Applications)
 
Title: Program coordinator
Place: Gaza Strip
Period: 12 months with possibility of extension
Starting date: As soon as possible

Key Responsibilities:
1-Administrative and technical supervision, follow up and implementation of the program activities.
2-Supervision of technical and professional staff involved in the program activities that fall within his/her responsibility.
3-Ensure all program activities are implemented in a timely manner and according to donor’s rules and regulations.
4-Plan and conduct regular field visits to ensure proper activities implementation on the ground.
5-Prepare periodical reports as requested by SYFS and donor in consultation with the Program Manager.
6-Assist the Program Manager in monitoring and evaluating the program by reporting to donor on the program outputs and outcomes.
7-Contribute to the development of new program ideas in the field of work.
8-To document all activities of the program and maintain an efficient program filing system including all program related documents.
9-Perform any other tasks required by Program Manager.

Academic and Professional Qualifications and Experience:
1-Bachelor Degree in Business Administration, Economics, or other related field
2-Three years of professional experience in project management, preferably with experience in working with NGO's.
3-Professional level in both Arabic & English language skills.
4-Excellent reporting and formal writing skills in both English & Arabic.
5-Ability to handle multiple assignments and meet deadlines.
6-Advanced computer literacy.
7-Ability to work under pressure and within a team
 

Title: Field coordinator (2)
Place: Gaza Strip
Period: 12 months with possibility of extension
Starting date: As soon as possible

Key Responsibilities:
1-Coordinate the daily progress of the program activities.
2-Close follow-up of program staff and contractors in coordination with the program manager.
3-Coordinate with relevant stakeholders and undertake monitoring activities.
4-Contribute to the development of program work plans.
5-Contribute to the identification of potential difficulties and determining means of lessening or avoiding them.
6-Provide the Program Manager with regular reports of activities undertaken and activities planned.
7-Documenting all program phases

Academic and Professional Qualifications and Experience:
1-University degree in Social Sciences, Political Sciences or related field.
2-Minimum of 2 progressively experience in similar field.
3-Fluent in written and spoken English, with ability to translate documents from Arabic to English
4-Independent and self-motivated, with the ability to work in a team
5-Good knowledge of geographically assigned environment
6-Respect for confidentiality, with diplomacy and negotiation skills
 

Title: Administrative Assistant
Place: Gaza Strip
Period: 12 months with possibility of extension
Starting date: As soon as possible

Key Responsibilities

1-Provide assistance and support to program coordinator/manager for the preparation of TORs for specialized services and consultancies upon request.
2-Assist in preparation of contracts related to acquisition of goods and services
3-Contribute to the overall management and oversight on employees’ contracts.
4-Ensure that the employees’ profiles are maintained according to SYFS standards.
5-Provide administrative and logistical support in the planning and implementation of Program activities and events.
6-Assist in preparing services contacts for different service providers.
7-Perform other tasks and duties as requested from the Program Manager.

Qualifications & Competencies
1-Bachelor Degree in Management, Business Administration, or related fields.
2-Minimum of  2 progressively experience in administrative field.
3-Excellent communication skills, with proven writing skills in English & Arabic.
4-High planning & organizing skills.
5-Ability to handle multi-tasks in a fast paced environment.
6-Ability to work with a team.
7-Proficiency in Microsoft Application (Work, Excel, Power Point…)



Title: Monitoring and Evaluation (M&E) Officer
Place: Gaza Strip
Period: 12 months with possibility of extension
Starting date: As soon as possible

Key Responsibilities:
1-Manage and lead the development of the Program data for the impact and output indicators as part of the M&E plan and PMP.
2-Ensure that the PMP reflects program goal and objectives and is up to date.
3-Collect, analyze and report on data generated by program activities on regular basis.
4-Ensure continuous integration of M&E planned activities into the different Program activities.
5-Review, analyze and ensure accurate, valid and logical quantitative data collected and reported.
6-Develop and implement regular schedules for internal Data Quality Assessment of EU Program files and indicator source data to ensure they are in compliance with donor regulations.
7-Regularly, and as deemed necessary, develop Program case studies, monthly success stories and video diaries.
8-Provide analysis and best practice and lessons learned of the EU Program to SYFS senior management.
9-egularly review the monitoring system including methodologies, tools, and indicators to assess the quality of outputs of specific Program activities.
10-Ensure regular monitoring of the Program activities by the Program team.
11-Undertake periodic review of the implementation and operation of the monitoring and evaluation system; including the preparation of best practices and lessons learned.
12-Perform other related duties as required.

Qualifications & Competencies
1-Bachelor Degree in Social Sciences, Economics, International Development, or related field.
2-At least 4 years of progressively professional experience in development, monitoring and evaluation.
3-Ability to consolidate and analyze quantitative and qualitative data and design data collection tools.
4-Demonstrated experience in current impact assessments.
5-Excellent analytical, problem solving, interpersonal, communications and presentation skills.
6-Ability to conceptualize issues and analyze data with prior experience working with databases.
7-Good planning, communication and time-management skills and ability coordinate the work of others.
8-Ability to produce accurate work under tight deadlines.
9-Proficiency in Microsoft Application (Work, Excel, Power Point…)

 
Title: Logistic officer
Place: Gaza Strip
Period: 12 months with possibility of extension
Starting date: As soon as possible

Key Responsibilities:
1-Follow-up procurement planning and lead the procurement follow up process.
2-Assist  in supporting the bases on the writing of tender dossier, contracts and other documents related to the procurement procedures.
3-Be a referent staff for all tender processes and serve on the selection committees.
4-Develop and maintain procurement mechanisms according to SYFS procedures.
5-Undertake procurement in the capital office respecting the SYFS procurement procedures.
6-Maintain good relationships with suppliers.
7-Develop the use of framework contracts to implement program activities.
8-Provide support for all purchase and procurement matters.
9-Write monthly report on the procurement process.

Academic and Professional Qualifications and Experience:
1-Bachelors degree in logistics, procurement, business administration or related field.
2-Minimum 2 years of relevant professional experience in procurement or logistics or administration.
3-Fluency in English and Arabic (spoken and written).
4-IT: Microsoft tools (Excel, Word, and Access).
5-Good interpersonal, analytical and communication skills
6-Well organized and rigorous
