Internal Auditor
The Municipal Development and Lending Fund (MDLF) is quasi-government organization working in close coordination with the Ministry of Local Government (MOLG) in the field of Municipalities’ development, with particular experience in projects related to infrastructure, institutional development, employment generation, as well as data collection and reporting.
The MDLF is seeking a qualified, experienced, results-oriented senior staff for the position of Internal Auditor, to conduct the internal audit of compliance financial matters, performance of all Fund operations.
The main duties of the Internal Audit Manager include:
Establish and execute an annual plan of internal financial and managerial audits that includes the examination of financial and managerial transactions and records and the testing of internal controls;
Report on quarterly bases to the Audit Committee of the Board of Directors (BOD) of the results of internal financial and managerial audits;
Establish and monitor a system to ensure compliance of the Fund (including preparing manual, checklists and other materials) with the laws, internal by-laws, procedures and with the terms of all contracts with donors, contributors;
Provide advice to Board of Directors, management and staff of the result of his audits in
such a manner as to assist and improve the Fund financial management performance andcompliance;
Review all contracts with donors prior to their execution to determine whether the Fund is capable of complying and provide comments to the Audit Committee;
Arrange for training of employees on donors’ requirements and regulations;
Coordinate with the external auditor.
Coordinate with the Financial Department for the yearly assets evaluation procedures;
Any other relevant tasks requested by the Board’s Audit Committee
Qualifications:
- Having at least ten years experience as internal auditor, preferably with private sector or international agencies.
- Hold a bachelor degree in Accounting, with international recognized professional qualifications such as CIA , CPA othe like
- Excellent communication skills and presentation in Arabic and English.
- Specific computer skills in accounting and auditing software, oracle data base, MS office, Excel functions and Power Point.
- Have extraordinary reporting and analytical skills.
- Be knowledgeable about the Palestinian local government sector.
- Be highly committed, able to work under pressure, and meet deadlines.
