Number of working days 75 days for West Bank and 50 days for Gaza
Duration 11 months (part time basis)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Palestine is adversely affected by climate change that compounds the problem of scarcity of water resources, food insecurity, land degradation and desertification and endangering the livelihood of vulnerable Palestinian communities. This is further exacerbated by an increase in frequency and intensity of extreme weather and climate events such as drought, flash flood, winter storms and heat waves.
Palestine is grappling with significant and interconnected political, economic and environmental challenges. The effects of climate change will compound these challenges. Constraints on access to land, water and energy (not to mention the limitations of freedom of movements for people and goods imposed by the occupation) have undermined Palestine’s agricultural sector and the food and nutrition security of its people. The situation can only get worse in years to come as the impacts of climate change becomes more acute.
The United Nations World Food Programme (WFP) has been partnering with Ministry of Social Development (MOSD), Ministry of Agriculture (MOA), Environment Quality Authority (EQA), Applied Research Institute of Jerusalem (ARIJ), Oxfam and MAAN to pilot innovative climate smart agriculture technologies (9 hydroponic systems for vegetable and fodder production in West Bank and Gaza) under Phase 1 to improve: the food and nutrition security, income and livelihoods of the vulnerable poor and food recipients of the WFP food assistance programme in Palestine. The Cost Benefit Analysis (CBA) report from Phase 1 has indicated positive results from these pilots and a follow up Phase 2 programme from May to Oct 2020 is being planned to scale up the hydroponic systems with high cost-benefit ratios into tangible investments as inclusive livelihoods and business. The data generated from the Phase 1 and 2 will used to design further pre-feasibility and feasibility studies to prepare the high quality Green Climate Fund (GCF) concept note (CN) and funding proposal (FP) though the Simplified Approval Process (SAP, capped at USD 10 million).
Within this context, WFP is seeking for two experienced National Climate Change Experts for at least 11 months (part time), for one to be based in West Bank and one to be based in Gaza Strip:
- to support the International consultant and WFP-GCF project team in the development of a high quality and transformative GCF Concept Note and full Fund Proposal until the final endorsement of the GCF Funding Proposal by the board of GCF.
The incumbents will report directly to the international consultant, DCD / Head of Programme / Programme Officers and Environment Quality Authority (EQA).
ACCOUNTABILITIES/RESPONSIBILITIES:
Within the delegated authority, the incumbents will be supporting the international consultant and WFP-GCF project team to deliver on the following outputs as presented in Table 1:
- Support the international consultant to deliver all the outputs as detailed in the Inception Report
- Transform the completed and ongoing WFP pilot experiments (Phase 1 and 2) with viable agriculture-based livelihood activities into a full-fledged climate finance project
- Support in drafting a GCF Concept Note (CN) and Full Proposal (FP) to meet the 6 GCF investment criteria and to collect all the relevant supporting documents as Annexes to the CN and FP
- Plan, organise and conduct stakeholder analysis and consultation to collect information and data as evidence to inform on the design of the GCF CN and FP
- Support to plan, organize, facilitate in the training of WFP, public, private and CSO partners on climate finance
- Perform any other related functions as applicable and requested
Deliverable
Activities
1. Pre-feasibility Study
Perform a pre-feasibility assessment in a format and template previously agreed with WFP and acceptable to the fund:
i. Context analysis, including climate analysis, climate change related problem and impacts, key factors of vulnerability and barriers to adaptation, national policies and priorities, existing initiatives; Stakeholders analysis (public [line ministry, agencies], private sector [PalTrade, Banks, MFIs, saving organisation], CSOs, academia, women groups, institutions); Target beneficiaries at the households, Micro and Small Enterprises (MSEs); institutions (schools, colleges, universities orphanages)
ii. Design the project theory of change and structure, defining project components, outcomes and outputs in coordination with the Country Office and relevant stakeholders;
iii. Justification for the proposed project, including an analysis of factors such as sustainability, alignment with national priorities, cost-effectiveness, coordination with other relevant initiatives, additionality as required. A summary of the content will then be included in the proposal.
2. Stakeholder national, sub-national and local levels consultations report
Participate in stakeholder consultations at national/sub-national/local level that is open, fair, transparent and inclusive to gather and analyse the information needed as evidence to inform on the design of the project and the drafting of the proposal.
3. Community consultations report [at concept note stage]
Participate in community consultations [at concept note stage] to assess communities’ vulnerabilities, capacities and needs in terms of climate change adaptation, discuss activities’ ideas that are demand driven, collect information on gender roles and any specific vulnerabilities/needs, collect relevant information on environmental and social risks
4. Community validation consultations report at funding proposal stage
Participate in community consultations [at funding proposal stage] to validate, confirm, and finalize project activities, receive feedback/concerns/approval from communities on the proposed activities, collect more information (if needed) on gender and ESS
5. Support in the design of the project and subsequent drafting of the concept note and funding proposal
Support in the design of the project and subsequent drafting of the concept note and funding proposal, drafting all of the sections using the results from the pre-feasibility assessment, the consultations, and coordinating inputs from technical experts, gender and ESS experts, and CO.
6. Support to draft project implementation and management structure and mechanisms
Together with main stakeholders, and with support from CO/RB/HQ staff, clarify project implementation and management structure and mechanisms including the procurement plan.
7. Support in collecting and drafting of the proposal annexes
Provide support in the collection and drafting of the proposal annexes, with inputs from CO/RB/HQ staff
8. Completeness check of the concept note/funding proposal and its annexes
Ensure the concept note/funding proposal and its annexes are of high quality and comply with the GCF policies and guidelines
9. Responses to GCF Secretariats’ comments and amend the proposal and annexes for the concept note as well as for the full project proposal
Support in providing timely and high quality responses to GCF Secretariats’ comments and amend the proposal and annexes accordingly, in coordination with CO/RB/HQ staff.

Job Requirements
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
- a Master’s degree in agricultural or environmental or other relevant fields (Climate Change, Environmental Economics, Natural Resources Management) will be preferable with 5 years of relevant work experience in development / climate change work .
- Previous GCF / climate finance experience (an asset)
Experience:
- Experience in applications to climate funds (especially the GCF) (an asset)
- Experience in climate change work and respective analysis, policy development and project design (including drafting of project proposals and reports)
- Work experience in IR / development / humanitarian assistance with a focus on resilience, livelihoods and adaptation to Climate Change
- Experience working with GoP / PA
- Work experience in project management, resource mobilization, external relations, partnerships with the private sector (an asset)
