Background:
The Government of Belgium and the United Nations Development Programme/Programme of Assistance to the Palestinian People (UNDP/PAPP) signed an agreement worth over Euro 1.45million on Friday 03 May 2013 for enhancing Palestinian capacities in mainstreaming environment and climate change in Palestine. This project aims at enhancing capacities of the Palestinian Institutions to mainstream and address the challenges of climate change in the areas of reporting, mitigation and adaptation. Throughout the project, the initial national communication on climate change including green house gases inventory report will be prepared and the capacity of the Palestinian Institutions will be assessed and further enhanced to be able to mainstream the climate change in their policies, plans and projects. Selected on-the-ground pilot adaptation projects in the most affected areas in Palestine will be implemented. Projects will address water resources and food security, efficient and sustainable use of energy and sea level riseThe PA capacities to access environmental financing (with focus on the GEF/SGP) and engage in environmental conventions will be enabled.
The NCRC will manage the activities related to the Initial National communication Report (INCR ) on a day-to-day basis and is accountable to the implementing/executing agency (UNDP/PAPP) for the planning, management, quality control, timeliness and effectiveness of the activities carried out, as well as for the use of funds. The NCRC will ensure the regular monitoring and feedback from activities already under implementation. NCRC is responsible for preparing the Initial National Communication Report (INCR) of Palestine to UNFCCC in accordance to guidelines and rules of UNFCCC. The report will be prepared in English and translated into Arabic.
The NCRC will be hosted by the Environment Quality Authority (EQA) and will work closely with the United Nations Framework Conventions on Climate Change (UNFCCC) National Focal Point, National Climate Change Committee (NCCC) and under supervision of the UNDP/PAPP climate change project manager.
Description of Responsibilities:
Summary of key functions:
-Prepare a detailed work plan for the INCR preparation. The INCR includes National Circumstances, National Greenhouse Gas Inventory, Vulnerability Assessment and Adaptation Measures, GHG Mitigation Analysis, Other Information Considered Relevant to the Achievement of the Objective of the Climate Change Convention, Problems , Constraints and Needs
-Supervise and ensure the timely implementation of the INCR relevant activities as scheduled in the work plan;
-Coordinate and oversee the preparation of the outputs of the initial national communication report;
-Coordinate with and ensure effective communication and adequate information flow between the relevant authorities, institutions and government departments in close collaboration with the National Climate Change Committee (NCCC);
-In cooperation with EQA assist in modifying the Thematic Working Groups (TWGs) that will carry out particular tasks relating to the preparation of national communication report, in accordance with specific terms of reference;
-Prepare and make available information to the NCCC about all government, private and public sector activities, which have an impact on capacity-building;
-Maintain and establish of linkages with other related national and international programs and other enabling activities, such as national adaptation programmes of action, national capacity self-assessment and other national projects;
-Prepare draft terms of reference for consultants and experts;
-Supervise the work of consultants and experts and ensure compliance with the ToR and the agreed work plan;
-Organize and coordinate of the procurement of services and goods for the project;
-Coordinate and monitor the implementation of the project activities and tasks undertaken by the various Thematic Working Groups (TWGs), local experts; consultants, subcontractors and co-operating partners;
-Assume overall responsibility for the proper handling of logistics related to all project workshops and events;
-Overseeing overall resource allocation and, where relevant, submitting proposals for budget revisions to the UNDP/PAPP climate change project manager;
-Undertake any other actions related to the preparation of INCR as requested by UNDP/PAPP or EQA as the lead organization;
-Prepare monthly progress reports and quarterly progress reports for the INCR activities and submit to UNDP/PAPP climate change project manager with a copy to EQA;
-Prepare quarterly and weekly plan and submit to the UNDP/PAPP climate change project manager with a copy to EQA;
-Compile the scope and the content of the overall INCR and relevant sections in consultation with TWGs’ Team Leaders;
-Maintain good archiving, storage and retrieval of information related to the INCR that will be handed over to EQA upon the completion of the project.

NCRC is responsible for preparing the Initial National Communication Report (INCR) of Palestine to UNFCCC in accordance to guidelines and rules of UNFCCC.

Qualifications :
Education:
-Master’s degree in climate change or other environment-related disciplines;
Experience:
-Minimum of 8 years of working experience in climate change field and environmental management;
-Good understanding of Palestine’s environment/development issues;
-Substantial involvement in the preparation of the national Green House Gases (GHG) inventory, vulnerability and adaptation assessment;
-Demonstrated ability in managing projects that involves multi-stakeholders including government officials, scientific institutions, NGOs and private sector;
-Familiarity with international organizations operations and structure;
-Substantial experience in UNDP, Government and in interdepartmental procedures;
-Familiarity with international negotiations and processes under the UNFCCC ;
-Substantial knowledge of methodologies for inventories (IPCC Revised Guidelines and good Practice Guidance);
-Strong communications and interpersonal skills;
-Excellent computer knowledge (MS Office, Internet).
Language Requirements:
-Fluency in English and Arabic language.
