Background

UN Women plays an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. UN Women oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

The Socially Women-Run School Canteen Programme Phase III (WRSCP Phase III) aims to contribute to the economic empowerment of Palestinian Women through providing women led CBO’s with the necessary technical, infrastructure and financial support to sustainably run school canteens in the targeted areas.  The programme’s main objectives are:
-To achieve sustainable income for targeted women led CBO’s;
-To increase community acceptance of women’s involvement in non-domestic economic activities; and
-To improve the nutritional status of Palestinian children in the targeted schools;

The current phase of the programme builds on the success of the previous phase and will benefit 18 women led CBO’s targeting a total of 100 schools. The programme is implemented by UN Women in partnership with MA’AN Development Centre and the Ministry of Education.

UN Women is seeking to recruit a consultant for Monitoring and Reporting to support the key stakeholders and programme staff in developing and implementing a participatory M&E system.  The M&E system will enable the programme team to maintain up-to-date information required to track and efficiently report on the progress of the programme against stated objectives and commitments.     

Duties and Responsibilities
Under the overall supervision of the UN Women Special Representative and the Economic Security and Rights Unit Project Coordinator. The Monitoring and Reporting Consultant will undertake the following tasks, duties and responsibilities to provide effective support to the management of the WRSC Programme, focusing on the achievement of the following actions:
-Become familiar with all programme documents and materials related to the overall programme, as well as background materials used in the design of the programme, action plans, monitoring reports and additional available information, in addition to UN Women related documents, guidelines and templates;
-Review, update and use the WRSC Programme’s M&E Framework, M&E templates, Logical Framework, and Key Performance Indicators;
-Monitor and expedite the implementation of the programme systematically through reviewing the progress made by the programme and partners in fulfilling the agreed objectives through the planned activities;
-Assess the efficiency and effectiveness with which resources have been used to generate results and achieve programme objectives with special emphasis on impact and sustainability;
-Prepare monitoring, progress, quarterly, donor and annual reports that measure the impact of the programme upon the livelihoods of beneficiaries, including the impact of the programme’s institutional capacity building, and present accurate information on progress, achievement of objectives and outputs, and use of budget; measuring achievements against the benchmark (baseline data), assessing whether the envisaged outputs have been achieved and the contribution of the programme towards the overall objective of the UN Women Strategic Note and Work Plan;
-Assess, address and document the achievements, gaps, potential risks, assumptions and challenges encountered in the implementation of the programme, in collaboration with the Programme Associate and Field Coordinator;
-Document lessons learnt and best practices identified in the implementation of the programme;
-Ensure effective and timely liaison with colleagues and concerned parties internally and externally;
-Provide guidance and support to implementing partners to ensure shared understanding of the programme’s goals, outcomes and outputs, to achieve their work plans and programme outputs and objectives, as well as in their monitoring of activities and reporting on progress and budgets;
-Conduct regular site visits with the Programme Associate and Field Coordinator in order to monitor progress against set objectives, collect data, evaluate and report on flow of activities on the ground, and suggest mitigation plans as needed;
-Attend meetings in coordination with the Programme Associate and Field Coordinator, as requested, to ensure proper flow of information and monitoring, as requested;
-Provide input through the collection, analysis and presentation of information for identification of areas for support and programme formulation/implementation;
-Ensure implementation of findings and recommendations from the audits and evaluations by the programme staff and implementing partners;
-Perform other duties as requested.

Required Skills and Experience

Education:
Advanced University Degree in Project Management, Monitoring and Evaluation, or related fields.

Experience:

The Monitoring and Reporting Consultant should have the following qualifications:
-Minimum of 6 years of relevant professional experience;
-Demonstrated experience in monitoring, reporting and evaluation of development programmes with a focus on gender;
-Previous experience in gender and economic empowerment is an advantage;
-Proven computing skills (word processing, spread sheets, database, internet applications);
-Demonstrated knowledge and experience in the education sector and economic empowerment, or other related fields;
-Previous experience in the UN system is considered an asset

Language Requirements:  
Very good communication and writing skills and fluency in English and Arabic (comprehension, written and spoken).
