Context
GVC – Gruppo di Volontariato Civile, is a non-governmental, secular, and independent organization, founded in Bologna in 1971. We are active in international development aid projects with complex action strategies: from humanitarian aid to populations suffering from conflicts and natural disasters to reconstruction, hygiene, and food security; from rural development to education, to the protection of women's and children's rights.
In over forty years of activity, GVC has operated in all parts of the world, carrying out thousands of projects. We collaborate with public institutions, cultural associations, cooperatives, and Italian and European NGOs, organizing seminars, conferences, exhibits and festivals, laboratories in school and training courses for teachers. We produce educational materials and carry out communication activities on sensitive issues such as differences, human rights, women's issues, sustainable trade, and biodiversity. GVC’s development strategy in the country
The consolidation of the PA institutional infrastructure open to foster democratic participation of civil society, through the improvement of representative processes and the implementation of specific effective tools to promote dialogue. These criteria should lead any kind of intervention, preparing both decentralized institution and civil society to better advocate for a final recognition of Palestinian statehood.
GVC focuses strategically on 4 main sectors for its development program, namely:

Job Description
Assignment’s Objective
GVC is considering the appointment of a qualified National Expert to be responsible for managing, coordinating, supervising, monitoring and reporting on the activities of beneficiaries of financial support (sub-grantees, Palestinian CSOs and Local Authorities) taking part in a EuropeAid funded project.
Tasks and Responsibilities
Under the general direction of GVC, the NE will be required to familiarize himself/herself with all aspects of the execution of the EU funded project.
More specifically s/he will be responsible for the following:
Project Management:
Identify key actors and potential beneficiaries of financial support (both at national and regional level), resulting in a mapping report for Palestine;
Coordinate the online consultation phase with key actors and potential beneficiaries of financial support, resulting in an online consultation report for Palestine;
Organize one national seminar in West Bank and one in Gaza to inform and raise awareness and technical competences of potential sub-grant beneficiaries;
Provide technical advice to the Board members during the selection phase of sub-grant beneficiaries;
Oversee project implementation to ensure timely delivery of project activities;
Act as focal point for constant technical support to sub-granted organizations;
Track the progress of activities through the design of a monitoring plan for each sub-grant beneficiary, to ensure the collection of program’s indicators and to provide updated internal and external reports;
Ensure accurate and timely reporting on sub-grantees activities according to GVC, donor and other applicable timeframes and formats;
Participate in project evaluations and assist in the analysis of the results, assess project impact and effective use of resources;
Provide supervision, guidance and monitoring for sub-grantees, ensuring clarity over project plans and priorities and encouraging effective team work;
Take part in project meetings to ensure awareness of project objectives, and opportunity for feedback;
Based on the yearly work plan, develop a detailed monthly activity plan under the supervision of the line manager in Palestine and GVC regional project manager based in Tunisia;
Production of monthly reports to be submitted to line manager at partner organizations and shared with GVC Project Manager.
Mentoring and Coaching:
Day-by-day follow up and coaching (including technical assistance) of the sub-granted organizations during the whole duration of the projects;
Train the sub-grants on the objectives and strategy of the call for proposals, as well as on all aspects related to grant management
Communication and Coordination:
Provide relevant information and support to the sub-grant beneficiaries on funds management and visibility rules;
Participate in external meetings as required, representing the project and feeding back to partner organizations Focal Point;
Maintain concurrent, timely, efficient and supportive communication with GVC local staff, as well as with the relevant staff in the HQ as required by partner organization Focal Point.
General:
Deliver high quality results in line with GVC strategy to do this in a way which maintains the reputation of the organization into all coordination and other working groups;
Comply with GVC policies and practice with respect to code of conduct, safety, equal opportunities and other relevant policies and procedures;

Core and Functional Competences
Required knowledge and skills
Education to MSc level (or equivalent)
Specific experience of managing EU-funded projects, with at least 2 years’ experience;
Minimum of 5 years project management experience in the field of creative media and gender equality, part of which preferably in the MENA region;
Ability to work under pressure and ability to develop and work within a cross-cultural team;
Experience of and commitment to working through systems of community participation and accountability in general, as well as in humanitarian context;
Good knowledge of reporting, monitoring and evaluation;
Knowledge of institutional donors, especially in the fields of media and culture;
Excellent communication skills and ability to properly represent GVC externally;
Strong influencing skills;
Politically and culturally sensitive with qualities of patience, tact and diplomacy;
Fluent in written and spoken English and Arabic;
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Desirable knowledge and skills
Professional experience with projects aimed at promoting gender equality;
Experience or knowledge of creative and cultural industries, preferably focusing on audio-visual products;
Working knowledge of EU reporting
