The National Programme Officer (NPO) will work under the supervision of the UNFPA Representative and in close cooperation and coordination with the UNFPA team based in Jerusalem and Gaza. He/she will contribute substantively to the formulation, management and monitoring of UNFPA‘s supported activities in the Occupied Palestinian Territory (oPt).
More specifically, the National Programme Officer will carry out the following functions:
-Promotes a results based approach and integrates innovative policies and strategies into the design and formulation of Country programmes, sub-programmes and projects based on strategic priorities and responsive to the countries‘ needs in the areas of reproductive
health, population and development, and gender
-Evaluates programmes, projects and ongoing experience from lessons learned, best practices and replicable strategies and approaches and actively shares and applies knowledge
-Promotes knowledge sharing and continuous learning, testing, linking and documenting innovative strategies, approaches, lessons learned and best practices
-Contributes to the development of an overall M&E framework and regularly reviews the tools for monitoring and evaluation and makes adjustments to facilitate objective measurement of indicators included in the Country Programme
-Coordinate the implementation of the overall M&E framework plan for the country pogramme including collecting, updating and analyzing data
-Contributes to the development of country-specific frameworks, methodologies and database for ICDP and MDG
-Advises on monitoring and evaluation components of the Office Management Plan
-Supports the development and utilization of programme indicators and indicator database.Analyzes and asses how findings of reviews, assessments and other studies related to UNFPA‘s areas of work are analyzed, disseminated and taken into account in ongoing strategic planning and programme development
-Coordinates with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardized across the programme to feed into programme performance monitoring, with special attention to humanitarian response
-Technically supports programme partners to formulate Terms of Reference and evaluation designs and ensures that evaluation meets high professional standards in line with UNFPA evaluation policy and UN Evaluation norms and standards
-Disseminates evaluation findings and recommendations to the intended audiences in user-friendly methods. In particular, ensures that effective participatory feedback is provided to community and civil society stakeholders
-Participates actively in the UN M&E coordination structures including the mid-term response plan, joint programming and the Consolidated Appeal Process
-Continually monitors and evaluates the emergency situation and its impact on UNFPA programmes; identifies urgent needs and facilitates UNFPA CO response to these needs
* Coordinates monitoring and evaluation activities with UNFPA Regional Office and Headquarters and performs other emerging M&E functions, if needed

Job Requirements:
Academic Requirements and Experience Master‘s degree in Planning, Development Studies and/or other related social sciences with at least three years of relevant experience.
Languages: Fluency in oral and written English and Arabic.
Computer Skills: Proficiency in current office software applications.
