Background:
Under the overall guidance of UNODC Regional Representative for Middle East and North Africa, and the direct supervision of the Programme Coordinator, at the United Nations Office on Drugs and Crime (UNODC) Programme Office in the State of Palestine in East Jerusalem, as first reporting officer and the Head of the Programme Coordination and Analysis Unit in the Regional Office for the Middle East and North Africa (ROMENA), as second reporting officer, the National Project Assistant shall provide administrative and logistic support for the implementation of the ‘Forensic Human Resource and Governance Development Assistance for the Palestinian Authority’ project’s activities.
External contacts:
UNODC staff at various levels, staff of other entities of the UN system in East Jerusalem, the State of Palestine and in the region, government officials, universities, forensics authorities, representatives of donor countries, national and international institutions.
Description of Responsibilities:
The National Project Assistant will perform his/her duties under the general guidance of the Programme Coordinator and immediate supervision of the National Project Manager. He/she will undertake the following duties:
Assist the Programme Coordinator and the National Project Manager in the day-to-day management of the project activities:
- Collect and compile relevant background data and information about the projects’ subjects and assist in compiling training material;
- Maintain up-to-date records and status of project progress and prepare monthly reports of the project activities.
- Provide assistance in reviewing and revising the project budget; monitor and control the project budgets;
- Liaise with the UNODC ROMENA Office and UNODC HQ sections and units on administrative, financial and other issues related to project activities;
- Assist in the procurement of equipment and material;
- Provide logistical and administrative support for the implementation of the project’s activities, including driving.
Expedite the project implementation through facilitation and coordination of project activities:
- Assist the Programme Coordinator in forensic science and forensic medicine training implementation, including coordinating missions, liaising with international trainers and consultants, translating assignments (English/Arabic), arranging examinations, compiling training records, monitoring the progress of trainees;
- Arrange seminars, workshops, study tours and other training activities on various aspects of forensic medicine and forensic science, including coordination, governance and the legal framework;
- Accompany the Programme Coordinator and the National Project Manager to meetings as requested, provide translation services, assist in drafting the minutes of meetings and give adequate follow-up on each subject as requested;
- Arrange programmes for visiting experts, missions and donor representatives to the sites of project activities.

Qualifications :
Education and Experience:
- A first-level university degree in a relevant field.
- 4-5 years of progressively responsible clerical or administrative work, of which at least 2 years were closely related to support of project/programme activities.
- Professional experience and work practices of the various international as well as Palestinian institutions concerned with drug control and/or crime prevention will be an asset.
- Experience in international technical cooperation, project administration and implementation is required.
- Work experience with the United Nations or similar international organisations is desirable
- Work experience with the Umoja financial management system is desirable.
Other desirable skills:
- Experience in the use of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages; experience in handling web-based management systems.
- Driver’s License required.
Language Requirements:
- Fluency in written and oral English and Arabic languages is required, including good drafting ability, is essential.
