National Project Officer Gender
The Geneva Centre for the Democratic Control of Armed Forces (DCAF) is an international organisation with 63 member states. DCAF helps its partners achieve good governance of the security sector, adjusting legal frameworks and developing institutions and practices. DCAF is known for its ability to implement projects in complex and dynamic environments. DCAF works with governments, parliaments, security and justice providers, international organisations, civil society and media to assist the development of transparent and accountable governance of the security sector.
DCAF’s Office in Ramallah seeks for its gender programme a highly qualified
National Project Officer “Gender” (100%)
Starting date: February 2016
Duty Station: Ramallah
Responsibilities:
Under the supervision of the Senior Programme Manager of DCAF in Ramallah, the Project Officer “Gender” will work onDCAF’s projects in the area of gender and security sector reform. His/her duties and responsibilities shall include the following:
Project Planning and Implementation
-Draft a clear and detailed action plan for the project (12 months);
-Help establish and regularly update the project’s budget;
-Implement daily operational aspects of all issues related to the project;
-Draft terms of reference for local and international experts;
-Coordinate with other local and international actors in the field and maintain a good flow of communication and information between all involved institutions and counterparts;
-Ensure that all technical files with relevance to the project are up to date;
Research
-Undertake background research on the CEDAW Convention and Palestine’s involvement;
-Undertake research on latest developments in gender especially in the Middle East.
Development of guidelines on gender sensitive service delivery in the security forces
-Establish a working group to draft guidelines on gender sensitive service delivery in the security forces;
-Draft and review guidelines developed by the working group;
-Coordinate consultations between the working group and civil society on the guidelines.
Event management
-Organise regular working group meetings;
-Organise several workshops with the working group, security forces and the Ministry of Women Affairs;
-Organise trainings for security forces and civil society on different topics(use of the guidelines, communication and networking, gender and security sector reform);
-oOrganise a national conference to launch the guidelines.
Publications
-Publish the guidelines and ensure their distribution in English and Arabic.
Monitoring and Evaluation
-Set up a monitoring system for the project;
-Draft reports about project progress to DCAF Management and donors.
Requirements:
Education, knowledge and experience
-A degree in gender studies, political or social sciences, public administration, law, development, or any other related field;
-A minimum of 3 years relevant work experiencein project management, including experience in managing grants/budgets;
-Proven conceptual knowledge and technical expertise in areas such as gender mainstreaming, security sector reform, good governance, media, and civil society;
-Experience in working in multicultural and interdisciplinary teams;
-Native Arabic speaker, excellent command oforal and written English;
-Knowledge of Spanish is an asset.
