National Public Health Officer
Job Description
The WHO is seeking to recruit a National Professional Public Health Officer (NPO) for its office in West Bank and Gaza, Jerusalem Office. The NPO plays a key role in shaping, implementing and supporting WHO’s programmes in Palestine and in liaising with the MoH. Candidates must have extensive experience of the health sector with excellent organizational, analytical and networking skills.
Description of duties:
1-Maintain good communications and joint work with the Ministry of Health (MoH) and Palestinian National Authority (PA) and other agencies.
2-Support the development and implementation of WHO’s work with the MoH on non-communicable diseases (NCD), including:
-Supporting the implementation of activities at health facility level and district level
-Supporting data collection at facility level and ensuring that reporting requirements are fulfilled
-Supporting the implementation of NCD surveillance activities
-Facilitating the work of the NCD technical group
-Facilitating the development and implementation of the WHO/MoH anti-smoking agenda
3-Assist in managing the implementation of the Joint Programme Review Mission (JPRM) through:
-Liaising with partners on issues of implementation;
-Preparing plans and follow-up implementation of activities;
-Organizing and following up on training activities.
-Ensuring that reporting requirements are fulfilled
4-Carry out, as needed, other duties in support of WHO’s work in Palestine
5-Represent WHO at meetings and workshops
6-Facilitate technical support of WHO regional and HQ office to activities in support to the MoH.
Experience and Qualifications required:
-University degree in medicine or health related field from a recognized university. A master’s degree in public health is desirable. A medical doctor degree is an asset.
-At least 10 years professional experience in the health sector, preferably in the field of public health. Previous work experience with NGOs or UN agencies is desirable.
-Knowledge of the national health system structure and functioning; ability to rapidly access related information and to interpret critical issues.
-Experience in non-communicable diseases programs is an asset.
-Managerial and leadership ability and skills of strategic planning and strategy development.
-Excellent organizational, management, analytical and inter-personal skills.
-Excellent command of English and Arabic.
Duration of contract:
-The initial period of recruitment is for 12 months, with the possibility of extension. The contract type is SSA.
