Assignment Title: National Consultant for Supporting the Development of National Quality Standards for Laboratories for communicable diseases diagnostic

The Ministry of Health has received financing from the World Bank toward the cost of the Additional Financing to the Health System Efficiency and Resilience Project (HSERP), and intends to apply part of the proceeds towards the cost of hiring a national consultant to support the Development of National Quality Standards for Laboratories for communicable diseases diagnostic and related training, in alignment with international benchmarks and in collaboration with the international expert. The consultant will undertake the following tasks:
- Support for the International Consultant in development of the standards and other deliverables
- Support international expert in development of the methodology and work plan.
- Under guidance of the international expert, provide technical inputs into (i) report on assessment of current quality assurance practices/standards, (ii) national quality standards, and (iii) implementation roadmap for pilot laboratories.
- Provide contextual insights to ensure the standards align with national policies and practices.
- Facilitation of Stakeholder Engagement
- Organize and facilitate meetings, workshops, and focus groups with national stakeholders, including the Ministry of Health, laboratory managers, and public health officials.
- Serve as a liaison between the international expert and national stakeholders to ensure clear communication and effective collaboration.
- Data Collection and Analysis
- Collect and compile relevant data from public and private laboratories, including site visits to key laboratories (such as the Palestinian Medical Complex Laboratory and Alwatani Hospital Laboratory).
- Administer surveys/questionnaires and conduct interviews to gather inputs from relevant stakeholders.
- Compile and organize collected data for analysis by the international expert.
- Capacity Building
- Collaborate with the international consultant to develop training curriculum and materials tailored to laboratory staff needs.
- Participate in training provision,
- Facilitate training sessions for laboratory staff and document feedback from training participants to inform revisions of training materials or approaches.
- Logistical and Administrative Support
- Coordinate all logistical aspects for workshops, consultations, and site visits, ensuring smooth implementation of activities.
- Ensure timely communication and follow-up with stakeholders to facilitate smooth progress of the assessment.
- Maintain records of meetings and training participant lists to support reporting requirements.
- Review and Feedback
- Provide feedback on draft documents and recommendations prepared by the international consultant to ensure relevance to the Palestinian context.
- Support the international consultant in incorporating stakeholders’ inputs into final deliverables.

The consultancy will cover a period of 12 months, commencing from the date of signing the contract. The estimated number of consulting days is 40-45 days.
The Ministry of Health now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The consultant should have the following credentials and expertise:
- A master’s degree in laboratory sciences, or related fields.
- Minimum of 3 years of experience in laboratory management, stakeholder engagement, or health system strengthening.
- Demonstrated expertise in organizing and providing training
- Familiarity with international quality standards for laboratories (e.g., ISO 15189, WHO guidelines).
- Strong communication, organizational, and logistical coordination skills.
- Proficiency in both Arabic and English, with strong verbal and written communication abilities.
