Background:
Under the direct supervision of the Field Security Specialist (FSS) the National Security Officer assists in the implementation of security operations and all matters relating to the management of safety and security for UNDP personnel and assets in Israel, Jerusalem and the West Bank. In the absence of the FSS the incumbent reports directly to the Deputy Special Representative UNDP and also responds to the requirements of the Deputy Special Representative – Operations.
Description of Responsibilities:
1-Assists the FSS to respond to the security requirements of UNDP staff;
-Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
-Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the FSS;
-Be on call 24/7 to respond to any security emergency that may occur either to UNDP staff or to assets;
-Know and understand the local emergency assistance that can be provided in the event of an emergency involving fire, residential break in, office break in, medical or ambulance needs;
-Assist with the development and implementation of security instructions and standard operating procedures and ensure awareness amongst staff;
2-Conducts assessments of requirements for, and follow up implementation of, the Minimum Operating Security Standards (MOSS) for UNDP offices and assets;
-Assess and report on MOSS requirements for new buildings or assets;
-Work with contractors or UNDP engineers to ensure the correct implementation of MOSS;
-Undertake periodic MOSS reporting as required by the FSS, UNDSS or Compliance Missions
3-Provides support for, and follows up on, implementation of Minimum Operating Residential Security Standards (MORSS) for international staff members;
-Conducts MORSS assessment of international residences;
-Provides MORSS report to FSA and staff member;
-Follows up recommendations for implementation.
4-Supports the FSS in dealing with security emergencies;
-Maintains liaison with UNDSS, other agency security staff, host and local authorities to ensure rapid response to security emergencies;
-Assists with the conduct of investigations of emergencies for security incident reporting and follow up.
-Ensure recommendations for “lessons learned” are implemented.
-Maintain liaison with the Access Support Team and in conjunction with the DSR (O) provide support for access issues affecting staff.
React and respond on a 24 hr seven day week basis for any security emergency involving UNDP staff and/or assets.
5-Organizes and delivers training courses on security awareness and preparedness;
-Provide security orientation briefings for new arrivals based on UNDP programmes;
-Provide VHF radio training as required;
-Provide protective equipment training as required;
-Provide general security training, e.g. office security, residential security, convoy management, hostage management and others as the security situation dictates;
6-Maintains the national warden system including warden training;
-Ensure the security staff database is updated at least monthly and provide reports as required;
-Ensure wardens maintain updated warden lists and all staff are assigned to a warden zone;
-Provide training to national staff in the national staff warden system;
-Ensure a system of communication is in place so that all staff are aware, through the warden system, of security events that may affect them;
-React and respond to UNDSS requirements regarding activation of the warden system;
-Assist the FSS to conduct exercises and training in the warden system
7-Supervises the activities of the Security Assistant;
-Ensure the rostering, supervision and training of the security guards is effective;
-Ensure maintenance of a security equipment issue register and all security equipment is accounted for;
-Ensure security equipment is appropriately issued to staff as required;
-Ensure access procedures, pass and ID system are implemented as per Standard Operating Procedures;
-Ensure security drills are undertaken regularly as per MOSS requirements.
8-Represents UNDP at security meetings during FSS absences;
-Ensure understanding of the programme needs of UNDP staff and the risk mitigation strategies required to ensure safe and secure operation;
-Attend Gaza ASMT and security cell meetings in the absence of FSA to ensure effective representation of the needs of UNDP;
-Work in close coordination and collaboration with UNDSS, establishing effective working relationships in order to safeguard the needs of UNDP.
Impact of Results
The key result has an impact of safety and security for employees, premises and visitors of UNDP/PAPP in Jerusalem and West Bank.

Qualifications :
Education:
Master’s degree or equivalent. Substantial experience in a security related environment may be considered as commensurate.
Experience:
Minimum of three years of relevant security experience at national level preferably in an international organization
Language Requirements:
Fluency in English and Arabic, both written and oral. Knowledge of Hebrew desirable.
