Position/title: National Shelter Coordination Officer
Responsible to: NRC Shelter Coordinator
Duty Station: Jerusalem / Ramallah (working between both)
Contract period: 6 months with possible extension
In close collaboration with UNOCHA and other partners it is anticipated that a temporary Emergency Shelter Task Force will be established to assess the current emergency shelter needs in the West Bank and East Jerusalem. As part of supporting this process NRC is seeking a suitably qualified Shelter Coordination Officer.
Profile
Education
-Professional qualification in social or shelter-related sciences or equivalent Experience
-At least 5 years year's relevant experience in the humanitarian sector
-Excellent leadership, coordination, and information management skills
-Knowledge of, UN Systems, and NGO humanitarian community
-Knowledge of basic shelter-related technical guidelines and standards
Core Competencies
-Demonstrated management and organisation skills
-Excellent written and oral presentation skills
-Strong negotiation and interpersonal skills
-Willingness and ability to work as part of a team and independently
-Cultural and Gender sensitivity
-Fluency in English
Terms of Reference
The shelter coordination officer will support the following activates:
Objectives
The Emergency Shelter Task Force will aim to:
1-Identify and build relationships with key humanitarian organizations, Palestinian Institutions, relevant Clusters/Working Groups and others active in the area of shelter, working closely with UN-OCHA;
2-Liaise with other clusters to ensure inclusion of relevant shelter dimensions;
3-Draw lessons learnt from past and current activities for strategy development if need be;
4-Monitor and map the shelter needs throughout theWest Bank and possibly East Jerusalem, identifying specific vulnerable groups and the underlying causes;
5-After a sixmonth period advise the HCT on the need to forma Shelter/NFI Cluster.
Expected outputs
Coordination
-Hold bi-monthly Task Force meetings at the west bank and, if necessary, oPt level, actively promote
inclusion of all stakeholders in the group;
-Extract relevant shelter information from other Clusters /Working Groups and, in return, ensure that
relevant shelter dimensions are integrated in the work of other Clusters /Working Groups;
-Act as focal point for inquiries on emergency shelter response plans and operations and, if required, promote emergency response actions;
Assessment/data
-Set up a monitoring mechanism for shelter needs, establish a baseline and carry out a West Bank
shelter needs assessment (incl. mapping, collation of existing data), where possible as part of intersectoral assessments: this should allow to identify geographic gaps and un-serviced vulnerable groups, map negative trends and propose preventive measures, training needs, and provide information for advocacy and communication purposes.
-Arrange joint needs assessments and case visits;
Planning and strategy development
-Draw lessons learned from past activities;
-If required initiate draft strategies and action plans.
