National Technical Assistant (NTA)
The Belgian Development Agency (BTC) in cooperation with the Ministry of Education & Higher Education & Ministry of labor is implementing a program aimed at enhancing the Palestinian capacities in view of institutional development.
The program will have 3 results:
Result 1: Ministry Staff and Private Sector Organisations, involved in technical and vocational skills development facilitate and supervise the implementation of apprenticeship models within the apprenticeships scheme.
Result 2: The partners at the local level implement apprenticeships.
Result 3: The institutional and organizational capacity to award scholarships to disadvantaged youth is strengthened.
BTC is seeking to recruit highly qualified persons to fill in the following 2 vacancies:

Roles and responsibilities
-Assists the implementation and follow-up of all programme activities (with a specific focus on Result 3).
-Communicates the program objectives (with focus on Result 3) and modalities to all partner institutions and organizations.
-Cooperates in a team of professionals working in the programme and contributes to activities of Result 1 and 2 when and where needed;
-Ensures the contact and collaboration (with focus on activities under Result 3) with other programs and initiatives, such as JFA
-Contributes to the periodical reports following the indications of the Technical and Financial File, the Ministry of Education and Higher Education, the Ministry of Labour and the Belgian Technical Cooperation (using standard formats)
-Acts as a resource person for the Administrative and Financial Officer and contributes the financial reports, , according to the format and periodicity required by BTC;
-Supports scholarships with the development of the implementation strategy and the M&E of the scholarships;
Qualification profile
-A university degree (minimum: Bachelor level) in: social sciences, education, pedagogy or in a similar field. Master is a plus
-A professional experience in capacity development and institutional strengthening and programme management,
-A professional experience in TVET/apprenticeships and in teaching is an asset;
-An excellent level of spoken and written English
-Excellent grant and/or scholarship management abilities, with an experience in finance and administration;
-Has good communication, presentation and facilitation skills;
