Need Assessment Consultant
Introduction
Palestine Technical College-Aroub has received a grant from the Quality Improvement Fund (QIF) - Education to Work Transition Project - Ministry of Education and Higher Education and funded by the World Bank for the project entitled: Developing Media Technology Center of Competence at PTCA Depending on Local Market Needs and TVET Skills. This project aims to improve media technology employability and fill the gap between media technology graduates’ skills and media industry and local market needs. Accordingly, (Palestine Technical College-Aroub) seeks the selection and employment of (Need Assessment Consultant).
Main Tasks and Responsibilities
The Market Assessment Consultant will be responsible for the following tasks:
-Create a survey plan and conduct acomprehensive study about the needed competencies and skills by the local and regional market for media and film production, focus should be in Palestine and regional countries.
-Assess the current competencies and skills acquired by media technology program graduates and students.
-Design, implement and manage all needed activities to analyze and identify markets needs and requirements, including but not limited to: focus group workshops, questioners, etc
-Conducting workshops for one day, for graduates and private sector working with media technology and media. This should help in clarifying the qualifications of the graduates, their percentage of employment, the obstacles that they face at the market, and what should be the qualification of a successful graduate in order to integrate easily in the labor market after his/her graduation. Then, present findings of the study.
-Conduct and Prepare a gap analysis report to identify the gap of competencies and skills acquired by the program students and those needed by the labor market in Media Technology field. 6.Exploring intervention methodologies that bridges the gap identified by market analysis study.
Deliverables:
-Final Comprehensive Report documenting the whole conducted study including but not limited to: implemented activities, results, findings, recommendations, proposed actions, current needs and lessons learned.
-A recommendation about the qualifications and intended learning outputs that every graduate should require while studying in order to succeed in the labor market after graduation.
-Intervention methods to fill the gab approved by steering committee.
-Assessment tools and procedures manual to track market needs.
Essential Required Qualifications:
-A Masters Degree from an accredited university, preferably in Media Technology. A PhD is an asset.
-At least 5 years experience in a higher education institution.
-Must have carried out researches and similar assignments.
-A proficient knowledge in the field of media, film making and audio-visual production.
-Excellent field work and data analysis skills.
-Excellent communication and networking skills.
-Excellent reporting and formal writing skills in both English and Arabic.
-Excellent technical, interpersonal and administrative skills.
Contract Type: Lump Sum Contract.
Contract Period: December 24th-January 20th, 2018
