Network and Systems Administrator
Under the Austrian Development Cooperation funded Institutional Support Programme (ISP), the Palestinian Water Authority intends to hire national senior experts to provide additional human resources to PWA in critical areas and to further develop the capacity of PWA staff and junior specialists to be hired under the ISP
The Institutional Support Programme (ISP) will assist the Palestinian Water Authority (PWA) "to fulfil its mandated as per the Water Law 2014 through strengthened and effective institutional capacities in the areas of strategic planning, policy formulation, coordination, monitoring, reporting, and resource mobilization. Over three years the intervention will contribute to putting an "effective institutional framework in place for improving water security and sustainable management of water and wastewater services (SDG 6) in Palestine through a humanitarian-development-peace nexus approach
The programm's key emphasis will be on enhancing human resources while also allocating resources for operational purposes, research, and the implementation of a Management Information System (MIS)
The water sector receives support from various donors to facilitate essential infrastructure developments, considering the diverse range of contributors involved. The program will aim to support further institutional development of the PWA
Over the past decade, the water sector has undergone comprehensive reform, culminating in the adoption of a new Water Law in 2014. This law introduced a clear distinction between policy and regulatory functions, a departure from the PWA's previous role encompassing both domains since its inception. Under the restructured framework, the PWA has taken on all ministerial functions, including policy and strategy formulation
Scope of Work:
The Network and Systems Administrator will be responsible for managing and maintaining the PWA’s IT network and systems. This includes ensuring the smooth operation of all hardware, software, servers, and network infrastructure. The administrator will handle system security, perform regular backups, troubleshoot technical issues, and provide support for network devices and internal systems. Additionally, the role involves monitoring network performance, managing firewalls, and ensuring the overall stability and security of the IT environment
- Duties and Responsibilities:
- The administrator will be responsible for the following tasks:
- Network Management and Maintenance
- Manage and maintain the computer network to ensure stability, security, and efficiency.
- Monitor network performance and address issues proactively, ensuring minimal downtime.
- Server Administration
- Configure, manage, and maintain server devices to ensure they meet operational needs.
- Perform regular backups, manage permissions, and ensure server security.
- Data Backup and Recovery
- Regularly manage and verify the backup system.
- Ensure reliable data recovery procedures are in place for system failures or data loss.
- System Security
- Manage the firewall system and implement security measures to safeguard networks and data.
- Conduct regular security assessments and address vulnerabilities to prevent unauthorized access.
- Technical Support
- Troubleshoot technical issues and install/update software as necessary.
- Network Security and Internet Management
- Monitor and maintain Wi-Fi and internet systems, ensuring security protocols are followed.
- Identify and address security risks in the network infrastructure.
- Maintenance of IT Systems and Equipment
- Perform regular maintenance on IT systems and equipment to ensure smooth operations.
- Troubleshoot and resolve issues related to network devices and internal systems.
- Recommendation and Development
- Recommend new equipment and technologies to enhance the IT infrastructure.
- Contribute to the development and optimization of IT systems to meet PWA's needs.
- Collaboration and Reporting
- Collaborate with other IT team members to ensure seamless operations.
- Report technical issues to management and propose solutions for resolution.
- Documentation and Reporting
- Maintain detailed records of system configurations, network performance, and any troubleshooting actions taken.
- Prepare and present regular reports on system health, security status, and potential improvements to management.
- Compliance and Standards
- Ensure that all IT systems and network operations comply with industry standards, best practices, and internal policies.
- Stay updated on the latest security trends and implement necessary changes to ensure compliance.
- User Training and Awareness
- Provide training and guidance to staff on using IT systems securely and efficiently.
- Promote awareness of security protocols and best practices among users.
- Project Implementation
- Assist with the implementation of IT projects, upgrades, and system integrations.
- Ensure that new systems and technologies are properly deployed and function effectively within the existing infrastructure.
- Crisis Management and Troubleshooting
- Be available to respond to emergency situations such as network failures, data breaches, or critical system errors.
- Take immediate action to resolve issues and minimize downtime during system crises.

Experience & Qualifications:
- Bachelor's degree in Information Technology, Networking, Telecommunications.
- Relevant certifications such as Cisco Certified Network Associate (CCNA), Microsoft Certified Solutions Expert (MCSE), or equivalent are preferred.
- CompTIA Network+, CompTIA Security+, or other any IT security certifications are a plus.
- At least 5 years of professional experience in network administration, systems management, or a related field.
- Proven experience in managing and maintaining networks, servers, and security systems.
- Experience with firewall management, network security, and data backup/recovery procedures. Familiarity with help desk software and ticketing systems.
- Excellent problem-solving and communication skills.
- Ability to work under pressure and prioritize tasks effectively.
- Demonstrated ability to quickly learn new technologies and adapt to evolving IT environments.
- network management training courses from major companies such as Cisco, Juniper, Fortinet, Sophos, and Kaspersky are an advantage
- Excellent command of the English language (written and verbal).
Time Frame and Application Procedure
The contract will be for 1 year extendable as demand necessity, on a full-time basis. The expected start date for the position is Jan 2025.
