Program Background:
 
Young expert is invited to apply for the vacancy of Non-Revenue Water Expert Who will consider working under two Water Governance and Operator Partnerships - between the Palestinian Water Authority and the Dutch Blue Deal and WaterWorX programme from DWA (Dutch Water Authorities) and the Dutch Ministry of Foreign Affairs and the Ministry of Infrastructure and Water. The partnership strives to elaborate into a long-term collaboration between DWA and PWA from 2020 to 2030 in the West Bank to mobilize and facilitate local expertise, support PWA, Salfit and Municipalities and JSC in North Hebron Governorate, in establishing a strong regional water and wastewater utility for both Salfit and North Hebron as part of implementing the foreseen water sector reform – based on the 2014 Water Law and roadmap.
 
Non-Revenue Water Expert will be following the WaterWorX programme and focusses on delivery of drinking water services. The Non-revenue (NRW) Expert will support the municipalities in the West Bank particularly our selected pilot areas in 1) North Hebron and 2) Salfit.

Scope of Work:
 
The recruited expert will work closely with PWA as well as municipalities and JSC in North Hebron on the subject of Non-Revenue Water (NRW) as described in the WaterWorX WOP. Besides NRW it is important that the GIS activities will also continue in the region.
 
Apart from day-to-day work, the Young Expert will follow the Young Expert Program for personal development and subject matter training facilitated by World Waternet.  Local Supervision will be facilitated by a water engineer from a local municipality.
The YEP-per will work mainly on the WaterWorX program within the partnership, with a main focus on Non-Revenue Water. and overall Blue Deal and Water WorX activities, this YEPper will have a role as project coordinator. The WWX YEPper and new BD YEPper will have to work closely together.
The expert will be placed in a municipality under the JSC in North Hebron region and will work closely with PWA and municipalities and JSC in North Hebron.
Duties and Responsibilities:
The expert will be responsible for the following overall tasks:
  • Manage Geographic and tabular NRW information and data(bases)
    • Delivering technical GIS input and follow up with particularly North Hebron municipalities and Salfit on collection and update of GIS data on Non-Revenue Water, cost-recovery, wastewater, modelling and monitoring
    • Set up leak detection app in cooperation with GIS specialist.
 
  • Create insights and information products to facilitate data driven improvement of non-revenue water in North Hebron municipalities and Salfit within the WWX and Blue Deal programs
    • Coordinating with the PWA and WWn Program Managers on the progress of the non-revenue activities in North Hebron municipalities and Salfit
    • Coordinate data collection on filling IWA water balance
    • Do analyses on IWA Water balance and advise municipalities on needed actions.
    • Facilitating and organising GIS/NRW training programs
    • Do activities with local engineers/technicians to reduce NRW, like using leak detection devices.
    • Coordinate and set up house to house surveys.
 
  • Facilitate knowledge sharing and organizational improvement between stakeholders
    • Documenting and following up on important actions and decisions from meetings.
    • Preparing necessary presentation materials for meetings.
    • Pro-actively detecting new opportunities for better execution of programme activities
    • Coordinate with current NRW partners to reduce NRW at the municipalities
 
  • Reducing NRW in several areas by doing the following activities (among others)
    • Develop and implement district metering areas (DMAs) to evaluate NRW physical losses.
    • Develop a schedule for phased pressure testing by district after implementing the DMAs.
    • Oversee the implementation of pressure testing and leak detection campaigns.
    • Make recommendations for smart water technologies, including commodities, to improve NRW.
    • Make recommendations for infrastructure improvements to improve NRW.
    • Develop a water balance for each water system to define the physical losses in each system.

Job Requirements

Experience & Qualifications:

  • Bachelor's degree in water management, engineering, modelling, GIS, Geo-informatics or any other related field
  • Relevant background/experience in GIS Applications (urban) planning, geography, water management or related field. Experience in using (GIS)models and dashboards is an advantage.
  • Good computer and computer application skills, familiar with using GIS software, AutoCAD, etc.
  • Ability to learn quickly and adapt in the dynamics of PWA and Municipalities of North Hebron and Salfit
  • Hydraulic modelling expertise will be an advantage
  • Experience with organizing workshops and trainings
  • Able to communicate in Arabic and English language
  • Ability to work effectively both independently and as part of a team
  • Willing to travel and work in different locations of the West Bank
  • Strong intercultural relations and excellent communication skills
  • Professional attitude
  • The candidate should live (close to) North Hebron and should be able to transfer with own transportation between the different towns
  • The work location will be in a municipality affiliated with the Joint Services Council in North Hebron.
