Within the framework of the mandate of the United Nations High Commissioner for Human Rights, as well as pursuant to relevant resolutions of the United Nations General, Assembly, Security Council, Human Rights Council, and other relevant United Nations bodies and authorities, and under the overall supervision of the Head of the Office of the United Nations High Commissioner for Human Rights (OHCHR) in the occupied Palestinian territory the Human Rights Officer will:
- Conduct human rights monitoring, reporting and documenting activities within the West Bank, but also in Gaza as necessary. Monitor cases of human rights violations and breaches of international humanitarian law. This may involve receiving complaints and interviewing victims and witnesses; carrying out monitoring missions, and gathering supplementary and complementary documentation and information on these cases from civilian, judiciary, military and police authorities as well as from NGOs and other relevant actors.
- Provide input to regular reporting on the human rights situation in the West Bank, but also in Gaza as necessary, including identification of trends, early warning analysis and regular reports on activities, as requested by the Head of Office;
- Assist in responding to requests from United Nations human rights mechanisms, including by supporting visits by Special Procedures and other ad-hoc mechanisms established by the Human Rights Council, the Security Council, the Secretary-General, the High Commissioner, or other United Nations bodies and authorities.
- Support the mainstreaming of human rights in all aspects of the work of the UNCT agencies and programmes in the West Bank, but also in Gaza as necessary, and promote the integration of a human rights perspective into the programmes of partner national and international NGOs.
- Participate in other relevant coordination mechanisms, including the Protection Cluster at the Jerusalem level as directed by the Head of Office.
- Liaise regularly with relevant United Nations and NGO interlocutors.
- Ensure the integration of gender and marginalized groups’ perspectives and attention to specific women/girl’s rights issues
- Represent OHCHR oPt at meetings, seminars, etc. on substantive issues related to the West Bank but also in Gaza as necessary as directed by the Head of Office; assist in developing and maintaining a strong network of local and international human rights partners for the regular exchange of human rights information; Participate in workshops, seminars and courses on International Human Rights Law and International Humanitarian Law as requested by the Head of Office.
- Take part in providing human rights capacity-building, training and advisory services as appropriate to government actors, national institutions, national NGOs and human rights defenders. Promote activities of and recommendations by international human rights mechanisms in the country, including United Nations treaty-bodies and special procedures of the Human Rights Council.
- Carry out administrative and supervisory tasks as requested by the Head of Office.
- Perform other tasks as requested by the Head of Office.
Competencies
Professionalism: Good knowledge of and exposure to a broad range of human rights issues, ability to apply approaches and techniques to address sensitive problems. Good knowledge of international institutional mandates, policies and guidelines related to human rights. Ability to identify problems, i.e., political, ethnic, racial, gender, social, economic, etc., which may impact the human rights situation in a given county/location; Excellent analytical and research skills, including ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in assigned region/country. Excellent knowledge of International Human Rights Law as well as knowledge of International Humanitarian Law.
Communication: Strong communication (spoken, written and presentational) skills, including the ability to produce a variety of written reports in a clear, concise style, to deliver training presentations to external audiences, to build/maintain effective partnerships, to manage information and public information activities. Planning and organizational skills: Ability to establish priorities and to plan work assignments, juggle competing demands and supervisory tasks, and work under pressure of frequent and tight deadlines.
Teamwork: Proven interpersonal skills and ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
QUALIFICATIONS
Education
Advanced university degree, preferably in law, political science, international relations or other disciplines related to human rights. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree
Work Experience
At least 5 years of proven progressively responsible professional experience. Experience in the human rights field in a fragile, conflict-prone or post-conflict society is desirable. Experience of advocacy in the field will be an asset.
Languages
Fluency in English. Working knowledge of Arabic an asset.
Other Skills: Good knowledge of the region, including knowledge of the political environment and legal statutes as they pertain to human rights.
