Operations and Human Resources (HR) Manager
Chemonics International seeks an experienced Operations and Human Resources (HR) Manager for the newly awarded USAID-funded Trade, Investment, and Finance Activity in the West Bank and Gaza. The Operations and Human Resources (HR) Manager will work under the guidance of TIFA Operations, Finance, and Compliance Lead. S/he is responsible for ensuring the effective operation of the human resources and operational functions. S/he is responsible for ensuring compliance with USAID and Chemonics policies and regulations, including MO21 and local labor laws, and best practices. Additionally, the role oversees office facilities, a team of administrative staff, and other logistical operations to support the project’s goals. This position will be based in Ramallah. Responsibilities:
The Ops and HR Manager key responsibilities includes, though are not limited to, the following:
Human Resources Support:
- Lead the recruitment process for TIFA staffing needs, ensuring compliance with Chemonics and USAID guidelines.
- Directly supervise Operations and HR Associate, including managing tasks and employee performance.
- Create job postings, screen applications, schedule interviews, and lead interview panels, as needed
- Verify candidate biodata forms, conduct salary offer analysis according to the local salary scale, and prepare offer letters, ensuring all necessary approvals are secured.
- Facilitate the onboarding process for new hires, ensuring they receive the necessary orientation, training, and resources to integrate successfully into the Project.
Operations Support:
- Manage office facilities, ensuring proper maintenance, and logistical support for office operations.
- In coordination with Procurement Manager manage office contracts with vendors and service providers, including utilities, equipment maintenance, and office supplies.
- Monitor and propose improvements to administrative and operational systems as needed.
- Oversee project drivers, including scheduling drivers and managing vehicle hire services to ensure project staff have adequate transport resources.
- Coordinate logistics for field activities, ensuring all operational needs are met in line with established procedures and schedules.
- Ensure operational compliance with USAID regulations, Chemonics policies, and local laws.

- Bachelor’s degree in business administration, human resources or a related field.
- Minimum of 7 years of experience in HR and operations management, preferably within a USAID or donor-funded project environment.
- In-depth knowledge of USAID regulations and local labor laws.
- Strong organizational skills with the ability to manage multiple tasks and deadlines.
- Fluency in both English and Arabic, with excellent communication skills.
- Proficiency in Microsoft Office Suite and relevant HR/operations software.
