PRIMARY FUNCTION/PURPOSE:
IFES is currently implementing the project “Democratic Leadership Activity”. The project will implement a series of activities targeting youth, women and other groups and strengthen their skills and knowledge to constructively engage in political processes. We are in the startup phase of this project and are looking for a dynamic consultant to support the development, implementation and evaluation of security and contingency plans, advise program staff on security related issues, and provide guidance and recommendations for the implementation of activities. The duration of this assignment is 6 months, with the possibility of extension based on performance. This position is subject to vetting under donor regulations.
MAJOR DUTIES AND RESPONSIBILITIES:
- Support the development of security Standard Operating Practices (SOPs) for IFES’ operations
- Coordinate with security service providers as appropriate and depending on office location
- Curate a distribution list for relevant security updates
- Network with other security officers in the INGO scene
- Gather, process, and analyze relevant security information in support of the program, identifying trends of threats and security incidents affecting personnel, assets, and operations.
- Advise program staff in all security and safety related issues impacting programs implementation.
- Develop, implement, and evaluate effectiveness of security and contingency plans; ensure that plans are current and implementable.
- Maintain ongoing evaluation of resources for use in emergencies.
- Prepare and revise security risk assessments, drafting reports on security analysis; develop and maintain a system for classifying and storing sensitive information and mapping of security incidents.
- Work with external security providers to ensure physical security of office space, staff and resources;
- Conduct regular appropriate exercises (e.g. fire drills, communications tests) to ensure staff preparedness for emergencies.
- Ensure that program team and partners are kept informed on matters affecting their security and brief new staff. Ensure that health and safety practices are followed and updated.
- Maintain regular and close contact with HQ and local security teams.
- Develop and maintain contacts with the national law enforcement and security agencies with a view to obtaining the best possible protection for staff and property. Co-operating closely on security issues with other international organizations operating in West Bank and Gaza.
- Investigate, as appropriate, and report on cases in which staff have been the victim of criminal acts, traffic accidents and other security related incidents.
- Ensure that appropriate level of confidentiality is maintained with regard to security matters.
- Provide assistance to staff in need.

POSITION REQUIREMENTS:
- Knowledge of legal guidelines for area security and public safety in West Bank and Gaza
- Training in First Aid, Hostile Environment Awareness Training (HEAT), and/or similar emergency response skills desirable
- Computer skills with practical experience in Microsoft packages;
- Excellent organizational and interpersonal skills
- Ability to cultivate relationships and collaborate with a variety of stakeholders including youth, government ministries and officials, NGOs, donors, the private sector, and community-based institutions.
- Must demonstrate valid proof of unrestricted work authorization in the West Bank.
EDUCATION:
University degree in relevant field and/or minimum 5 years’ experience working with international organizations or local initiatives/non-profit organizations funded by international donors.
LANGUAGE SKILLS:
Must be fluent in English and Arabic; basic or good knowledge of Hebrew is an asset.
