AMIDEAST, is an international, non-profit, educational organization in the West Bank and Gaza with officesthroughout the Middle East and North Africa. AMIDEAST is recruiting a number of positions for a USAID-funded project to be based in its Ramallah office.

 

The Operations & Compliance Manager


The Operations & Compliance Manager is responsible for managing the finance, procurement and program logistics, while ensuring compliance with USAID and AMIDEAST policies and regulations.

Position Responsibilities:
The Operations & Compliance Manager will be based in Ramallah and receive general supervision, administrative guidance, and day-to-day supervision from the Chief of Party. Specifically, the OCM will have the following duties:
-Overall responsibility for SIP operations (procurement, logistics, finance & administration) and compliance matters.
-Supervise Administrative and Finance officers and procurement staff within the operations and compliance department, including assuring they remain productive, engaged, efficient, supported and informed to complete their jobs as effectively as possible.
-Oversee local procurement activities, including needs identifications, solicitation and analysis of quotations, bid tenders, supplier selection, and contractor selection.
-Oversee the administrative and program procurement support of two field offices located in Nablus and Hebron.
-Review and improve systems and procedures in support of facilities upgrade subcontracting and service procurement, recommending modifications as appropriate.
-Work with partners to assure compliance with AMIDEAST & USAID rules and regulations.
-Responsible for ensuring program compliance to USAID policies and regulations regarding, vetting, visas, permits, contractual agreements, and submission of reports.
-Oversee all financial and accounting aspects of the SIP project in accordance with USAID and AMIDEAST regulations, policies, procedures, and systems.
-Manage accounting and financial operations for the SIP project, supervising all accounting records and conducting pre-award assessments and financial checks in accordance with USAID regulations.
-Work with COP to complete and submit quarterly and annual financial reports to USAID to include pipeline reports.
-Assists the COP in all financial monitoring of program component costs, including preparation of budgets and associated cooperative agreement modifications.
-Contribute procurement, financial and administrative input into the annual workplan, monitoring and evaluation plan, quarterly reports and any other planning instruments utilized by the project or headquarter.

Minimum Qualifications and Required Skills
-Bachelors degree (master is preferred) in a relevant field, or equivalent experience.
-8-12 years of experience handling procurement and/or finance for USAID funded projects.
-Strong management skills required with demonstrated experience in supervision
-Expertise in procurement of equipment and supplies for large, complex projects.
-Experience in financial management
-Knowledge of USAID policies, rules, and regulations.
-Fluency in English and Arabic.
