Project Summary:

Creative Associates seeks an Operations, Logistics, and Security Officer (Gaza Strip resident) for its offices in Gaza for the USAID-funded West Bank and Gaza (WBG) Basic Education Activity, which will strengthen education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential. Specific areas of focus anticipated include strengthening foundational skills in literacy, numeracy, social-emotional learning (SEL)/soft skills, building teacher and student resilience capabilities and assets, and strengthening pathways between non-formal to formal education.

Position Summary:

The Operations, Logistics and Security Officer will perform a broad range of operations and administrative duties. As a member of the operations team, s/he provides timely staff services and efficient office operations in areas including inventory management, fleet management, office management, supplies and equipment maintenance, as well as additional duties as may be required. The incumbent may also be required to lead coordination with Ramallah-based Field Office (FO) departments on tasks and requirements related to their respective implementation in the Gaza office.

Reporting & Supervision:

The Gaza-based Operations, Logistics and Security Officer will report to the Sr. Operations and HR Manager in the FO in Ramallah. 

Primary Responsibilities:

  • Plans, organizes, and directs activities related to the servicing, operation, maintenance, insurance, and repair of the project’s vehicle/s.
  • Coordinates the daily transportation needs of project’s staff and provides oversight of vehicle logs and reviews driver time sheets.
  • Coordinates transportation and delivery of procured items and inventory.
  • Provides inventory list of Gaza’s office assets to the Sr. Operation and HR Manager in the FO and conducts regular spot checks and bi-annual physical verification of items.
  • Coordinates with the Sr. Operation and HR Manager in the FO for utilizing the projects procurement and payment system.
  • Handles all mail and phone of general inquiries and requests for information.
  • Assists with ordering supplies, office inventory, and other materials as needed.
  • Supports and provides the Ramallah-based Sr. Operations & HR Manager with related tasks and reports as required.
  • Coordinates with the relevant FO department managers in training, and mentoring Gaza office team members in administration, logistics, human resources, procurement, budgeting, and finance.  
  • Coordinates with FO regarding permits needed from authorities to facilitate the efficient movement of staff in Gaza and or the FO staff visiting Gaza.
  • Coordinates with the Sr. Safety & Security Officer in the FO regarding security, fleet, and the project’s office in Gaza.
  • Ensures the safety and security of the project’s personnel and assets in Gaza, ensuring to the highest degree possible, advanced knowledge of security problems, constraints, and concerns.
  • Other tasks as assigned.

Job Requirements

Required Skills & Qualifications:

  • Bachelor's degree in business administration or a relevant field is required.
  • At least five years of general-related work experience.
  • At least two years of specific experience related to operations, logistics, and security.
  • Fluency in spoken and written English is required.

Desired Skills & Qualifications:

  • Proven multi-tasking skills.
  • Proven ability to work autonomously in a highly stressful & challenging environment.
  • Previous work experience with international organizations in Gaza.
  • Training and or certifications in all or any of the related areas.
