The UNOPS Jerusalem office opened in 2006 and now has sub-offices in East Jerusalem, Ramallah and Jericho. The portfolio includes infrastructure, procurement, human resources, capacity building, access coordination and security projects for partners and beneficiaries throughout the occupied Palestinian territory.
Background Information - Job-specific

Radio Communications is one of the most critical tools the Palestinian Civil Police (PCP) is currently using in
its daily operations – responding to emergencies, fighting crimes and protecting public order. During 2008-
2011, the PCP set up three new radio sites, which bring the coverage area of the PCP two-way radio system
to 80-90% of the geographical area of PCP responsibility in area A according to Oslo agreement. In order to
reduce the direct running cost of the management and maintenance of the system, the PCP will need to
create an internal unit for this purpose. The PCP has already a trained team of engineers and has therefore
technical readiness to assume the needed responsibilities, together with Ministry of Interior and other
Palestinian Authority Security Forces.
Functional Responsibilities

The Operations Manager reports to the Palestinian Authority Security Forces Telecommunications Committee. The Operations Manage has the authority to represent Committee and make decisions on issues related to the day-to-day operations and any urgent or emergency system operational issues or repair decisions. An urgent or emergency situation requires immediate decision authority to allow the System as a whole, or any of the critical components, to continue supporting normal wide-area communications services. When necessary, the Operations Manager will obtain authorizations from the Committee to make longer-term or non-emergency capital or repair expenditure decisions. The general duties of the Operations Manager should include:
-Overall oversight of Operation and Maintenance of Palestinian Authority Security Forces Radio
Communications systems
-Single point of contact between the Committee and the Operation and Maintenance organization
-Budget development and proposal, considering the lifetime of the equipment, support team
operations, and availability of the alternative choices
-Development and implementation of proper organizational structure of the support team
-Development and implementation of radio support team standard operating procedures and policies,
operation response, quality control, and security plans and auditing actions
-In cooperation with the Technical Manager, develop and implement the technical procedures,
including maintenance, emergency response and installation
-Operation and Maintenance reports to the Committee
-Any other duties as required

Education/Experience/Language requirements

a-Education:
-Advanced university degree (Master’s degree or equivalent) in Information Technology engineering relevant discipline. First University degree in combination with two additional years of relevant professional work experience maybe considered in lieu of the Master’s degree requirement.
-Motorola certification in Smartnet

b-Work Experience:
At least seven (7) years relevant specialized professional experience at an appropriate level of responsibility  with management and leader ship  in organizational development and capacity building in organizations dealing with analogue and digital Motorola Radio Systems (preference will be given to successful candidates with at least eight (8) years of specialized experience in managing a radio support team)

C-Languages:

Fluency in English and Arabic is required, both oral and written.
