IREX is an international nonprofit organization providing thought leadership and innovative programs to promote positive lasting change globally. IREX enables local individuals and institutions to build key elements of a vibrant society: quality education and innovative youth development programming, independent media, and strong communities.

In the West Bank and Gaza, IREX is implementing the USAID funded Partnerships with Youth (PWY) program. The PWY program will expand educational and leadership opportunities for youth age 14-29 throughout the West Bank by creating sustainable hubs for youth innovation and learning in different fields such as Media, ICT, soft skills, communication,  languages, sports etc. The PWY program builds on and expands USAID-supported Youth Development Resource Centers (YDRCs) to create opportunities with and for youth - for active youth learning and innovation in the West Bank. The program will improve the organizational environment of three existing YDRCs, establish eight new YDRCs, and build a network of youth centers in rural areas. IREX and USAID will also build supportive partnerships so that youth have better access to educational and leadership opportunities that respond to their aspirations.
IREX seeks an Organization Development Specialist to provide specialists to provide capacity building assistance to a number of Youth Development Resource Centers (YDRCs) throughout the West Bank.

Summary of Responsibilities:

Specific duties include, but are not limited to the following: 
-Developing and managing a work plan for providing organizational development capacity building activities for the YDRCs to address training and assistance needs identified through an organizational capacity assessment tool and financial management and compliance checklist.
-Designing and implementing training and on-site technical assistance interventions for the YDRCs on organizational development topics such as strategic planning, governance, results-based management, project management, fundraising and resource mobilization, knowledge/data management, and communications/media skills.
-Identifying and managing organizational development consultants, as needed, to provide training and technical assistance ensure and meet deadlines and deliverables submission according to plans and contracts. 
-Assisting the targeted YDRCs to implement new or improve existing systems, policies, and procedures related to organizational and financial management.
-Effectively leading, implementing, monitoring, and evaluating the organizational capacity assessment process at the targeted YDRCs.
-Representing IREX and supporting its organizational development.
-Other duties as assigned that contribute to the overall success of the project.

Qualifications and Attitudes:

Candidates should have a university degree in a relevant field and a minimum of five years of progressive experience in the following areas:

-Knowledge of youth development and youth-serving organizations (YSOs) in the West Bank and/or the MENA region.
-Experience providing support to youth-serving organizations on organizational development-related programs.
-Experience designing and implementing organizational development training and technical assistance for YSOs or NGOs/CBOs.
-Demonstrated program management expertise, and ability to prepare and manage a work plan, and plan strategically and creatively to meet specified objectives.
-Strong knowledge of and experience in best practices in organizational development and youth development.
-Superior writing, editing, and oral presentation skills, evidenced by professional experience;
-Ability to work as part of a team.
-Experience with U.S. government-funded or other donor-funded programs preferred.
-English and Arabic language skills required.
