The Palestinian Authority Capacity Enhancement Project is working with the Palestinian National Authority (PNA) to improve the institutional capacity and the delivery of government services to citizens. The three-year project is being implemented by Chemonics International Inc., a private international company, with funding from the United States Agency for International Development (USAID). The project has an immediate opening for an Organizational Development Coordinator to support the Centers of Excellence (COE) program.
Key Responsibilities:
The Organizational Development Coordinator (COE) will ensure that selected Ministries
and governmental institutions, as the primary clients of the project, receive direct technical,
logistical and administrative support on all matters related to change management through the Centers of Excellence methodology. The COE methodology incorporates self-assessment and change management techniques to support medium and long-term organizational reform in public institutions. Additionally, the Organizational Development Coordinator will work closely with the Lead Organizational Development Specialist to ensure that the deliverables to be produced by the Ministry teams are delivered on time and meet required technical and professional standards. Specific tasks include:
-Lead elements of the daily work of the project change management team in the preparation and implementation of the Ministerial change management program, including engaging in on-the-job orientation and training to build personal competence and familiarity with the COE change management methodology
- Contribute to the development of a PNA and ministry-wide change management and implementation strategy
- Develop and manage professional relationships with senior-level officials in selected Ministries
- Support the training of Ministry change management teams in the self-assessment
and change management methodology and provide on-going coaching, mentoring and support and provide direct technical assistance in data/information collection, analysis and self-assessment as necessary
- Facilitate Ministry change management teams in preparing self-assessment reports
and change implementation plans and sharing results to Ministry leadership in coordination with the project change management team
- Provide on-going insight on proposed adjustments and development of the COE change management methodology and supporting materials to fit the PNA context and the needs of specific Ministries, in close coordination with the Lead Organizational Development Specialist
- Provide quality control for written translations on a task basis, with ad hoc interpretation as necessary
- Provide overall technical and administrative assistance to project team members, including assistance on routine tasks as necessary
- Any other duties as required to meet the work requirements of the project change management team.
Qualifications:
- Minimum of a BA in public administration, business or related field. MA or higher degree in public administration or management is preferred
- Minimum of 5 years of relevant work experience working in government service, organizational management and reform, management consulting or a related field; Experience working on USAID funded or other donor-funded programs preferred
- Experience in business administration, project management and/or operations is required; Direct experience with change management and organizational development methodologies is preferred
- Demonstrated understanding of the public sector in the West Bank; Demonstrated experience working and developing and maintaining professional relationships with civil servants preferred
- Demonstrated ability to work in close coordination with team members, while remaining entrepreneurial in developing ideas
- Demonstrated ability to work under pressure and complete more than one task at a time with minimal supervision
- Excellent communication skills in both Arabic and English
- Ability to travel throughout the West Bank is required.
