Job Title: Organizational Development & Research Officer

Responsible to: Project Manager

Duration: Approx. 4 years

Location: QADER’s Office – Beit Jala / Hebron, with field trips to the project locations in Hebron, Bethlehem, and Salfit Governorates

Background

QADER for Community Development is a non-profit organization based in Bethlehem and operating in Palestine since 2008. QADER focuses on the empowerment and inclusion of persons with disabilities through influencing public policies, developing capacities of relevant stakeholders, promoting public awareness and inclusive community practices, and supporting economic empowerment of PwD.

QADER is implementing a project entitled “Strengthening local capacities in Community Based Inclusive Development in Hebron Governorate” supported by the Christian Blind Mission (CBM), with an expected funding of phase 2 by the BMZ for the project entitled “Promoting inclusive and resilient communities in the West Bank through local capacity building.”.  The project aims to contribute to enhanced social, economic, and political participation and inclusion of Persons with Disabilities in local communities in the West Bank, through achieving the following key results: 1) evidence-based advocacy lead by Inclusive youth accountability teams (IYAT) to promote the rights and inclusion of people with disabilities 2) Local authorities promote inclusive services and programs in collaboration with community stakeholders, and 3) Enhanced capacities of organizations of persons with disabilities and community-based organizations to promote the inclusion of persons with disabilities in their communities.

The first phase of the project is implemented in 5 communities in Hebron Governorate, and the second phase with the anticipated funding from the BMZ will be implemented in another 10 communities, 6 communities in Hebron Governorate, 2 communities in Bethlehem Governorate, and 2 communities in Salfit Governorate.

JOB SUMMARY

The Organizational Development & Research Officer will be responsible for:

  • Leading and delivering the organizational capacity development (OCD) interventions to partner CBOs and OPDs and ensuring that the agreed upon OCD support satisfies the organizational capacity development needs as identified in their OCD plans.
  • Leading and delivering the technical support to local authorities in the project targeted communities on disability inclusion based on the disability inclusion assessment.
  • Leading the preparation of Community Disability Profiles (CDPs) in 10 of the targeted communities based on the CDPs Guidelines.

KEY TASKS & RESPONSIBILITIES

1) Organizational Capacity Development for CBOs & OPDs

  • Support the field team in the selection process of partners CBOs and OPDs in the project targeted locations.
  • Conduct organizational capacity assessment (OCA) to partner CBOs and OPDs and prepare OCA reports and OCD plans.
  • Delivery agreed upon OCD support to partner CBOs and OPDs based on the OCD plans.
  • Upon need, prepare ToRs for soliciting external support from consultants for delivering specific OCD support, and ensure that the capacity development interventions are delivered with quality.
  • Provide on-going support and guidance to partner CBOs and ODPs upon need.
  • Support the field team in providing the needed support to partner CBOs and OPDs during the planning and implementation of their initiatives that will be financed through the project.

2) Technical support to local authorities on disability inclusion

  • Contribute to the preparation of the disability inclusion policy for local authorities.
  • Facilitate and lead the preparation of the disability inclusion assessment tool for local authorities.
  • Conduct orientation sessions for partner local authorities on the Disability Inclusion Policy and follow up on its adoption by municipal councils in the project locations.
  • Conduct the disability inclusion assessment for partner local authorities and prepare disability inclusion assessment report and action plans.
  • Delivery of capacity development support to partner local authorities on the agreed upon priorities in the action plans.
  • Upon need, prepare ToRs for soliciting external support from consultants for delivering specific capacity development support on disability inclusion, and ensure that the capacity development interventions are delivered with quality.

3) Preparation of Community Disability profiles (CDPs)

  • Train the IYAT members on participatory action research and qualitative data collection methods and tools.
  • Lead and follow up on the planning of primary data collection by IYAT members in the project targeted communities.
  • Conduct, with the participation of the IYAT and the project field team, interviews with major respondents such as Ministries and Municipalities, and FGDs in the project targeted communities.
  • Provide overall supervision and follow up on the data collected by IYAT and the project field team.
  • Conduct analysis of primary and secondary data, and whenever needed, obtain the support from external consultant during the analysis and writing of CDPs.
  • Draft the CDPs in 10 of the projects targeted locations and finalize them upon input and feedback from key stakeholders.
  • Conduct workshops for presenting the findings and recommendations of the CDPs and support the dissemination of the CDPs.

Job Requirements

QUALIFICATION & CORE COMPETENCIES

  • University Degree in Business Administration, organizational development, social sciences, or other related field, Master’s degree is preferred.
  • Minimum 4 years of experience in fields relevant to the objectives and scope of this position, including organizational development to civil society organizations and qualitative research work especially in areas related to social studies.
  • Previous experience in advocacy and community development is a plus.
  • Good background on disability and inclusion.
  • Good knowledge of relevant national legislations and policies, and relevant international human rights conventions.
  • Excellent planning and organizational skills.
  • Proficiency in using MS Windows, MS Office packages (Excel, Word, and PowerPoint)
  • Ability to work independently and as part of a team
  • Demonstrated leadership skills with ability to lead a team
  • Ability to multi-task, work under pressure, and meet deadlines
